Job Summary

Introduction
Marylands Family and Medical Leave Insurance (FAMLI) program makes sure all workers inMaryland have paid time off for medical and family reasons. FAMLI is a social insurancesystem covering 2.6 million workers and 180000 employers delivered as a digitally nativepublic-facing service. Were in the early stages of building something as big and asfar-reaching as unemployment insurance or a new health department. We know that deliveringservices primarily through a website over the Internet is a new way of doing business Employer Services directorate is responsible for overseeing employer participation in theFAMLI program ensuring accurate and timely contributions and reports from employers andunderstanding their needs in complying with and participating in this new Wage and Contributions Team Lead manages the operational processes related to thecollection of wage data reports and quarterly contributions from employers. This positionensures accuracy and compliance in wage and data review payment processing liaising withthe finance and compliance teams to address any operational risks or discrepancies. Providesexpertise for building out the processes and standards for the Wage Data and Contributionsunit. This position plays a key role in maintaining compliance with FAMLI regulations.

Main Purpose of Job
The Wage and Contributions Team Lead monitors the daily operations of the Wage Data andContributions unit within the Employer Services Directorate in the Division of Family andMedical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). Thisposition manages Employers Quarterly Wage Hour Reports (QWHR) submission and flagsnon-filers or delays in filings and escalates issues to the Wage & Data Collections Manager forresolution and tracks employer payments to the FAMLI fund and flags discrepancies or delaysin contributions and escalates issues to the Payments Operations Manager for resolution. Theposition handles complex cases and serves as a subject-matter expert for the unit. The Wageand Contributions Team Lead provides guidance to staff on issues related to QWHRcontribution calculations and compliance ensuring all processes adhere to departmentstandards. The position also involves monitoring QWHR contribution workflows andrecommending process improvements. The Wage and Contributions Team Lead ensures thestrategic objectives of the directorate by implementing and improving Standard OperationalProcedures (SOPs) and ensuring the accuracy and timely receipt of QWHRs and contributions.
POSITION DUTIES
Duties of this position include but are not limited to:
Ensure all QWHRs are processed accurately and within the established timelines.
Ensure calculated contributions are accurate.
Ensures all employer contributions are processed accurately and within the establishedtimelines.
Performs cross-validation of wage data with contributions.
Develops implements and maintains operational procedures to enhance efficiency andreduces errors.
Monitors compliance with FAMLI regulations and escalates any discrepancies orissues as necessary.
Validates findings and makes recommendations for Reconsideration decisions.
Approves refund requests for overpayments.
Oversees FAMLI and legal collection process.
Implements and improves Standard Operational Procedures (SOPs).
Complies with FAMLI regulations policies and SOP.
Leads team of Employer Services Specialists.
Mentors and trains employees.
Assigns work tasks and monitors performance.
Provides performance feedback to the manager.
Builds a positive and collaborative team environment.
Makes recommendations for continuous process improvements.
Assists the Wage & Data collections Manager and the Payments Operations Managerto collaborate with the ES Standards and Audit Unit and Financial Services teams toresolve any filing and payment issues and discrepancies.
Acts as the backup point of contact for escalations related to QWHRs and paymentprocessing
Answers escalated calls and questions
Researches employers and makes calls to employers to request more information asneeded
Prepares and analyzes reports related to employer contributions wage data andoperational efficiency
Serves as the subject matter expert and uses insights from data analysis to recommendand implement process improvements
Maintains a comprehensive database of employer account information and performsdata analytics to identify trends
Perform additional related duties as required by the Managers.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
Bachelors Degreefrom an accreditedcollege or university.
Three years of experience monitoring compliance reviewing data accuracy andresolving discrepancies related to employer reporting and contribution processes.
Four years of experience examining analyzing and interpreting large data records andreports.
Three years of technical leadership experience.
Demonstrated ability to manage projects and adapt to changing prioritiesenvironments and challenges.
Proficiency in Microsoft Excel Microsoft Word and Google Workspace (DriveSheets Calendar etc.).

LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

Employees in this classification may be required to have daily use of a motor vehicle while onofficial State business. Standard mileage allowance will be paid for use of a privately ownedvehicle.
