With a staff of 950 and an annual budget of $140 million Project Renewal is one of the larger social service nonprofits in New York : Vice President Program Evaluation & Quality AssuranceProgram: Program Evaluation & Quality AssuranceSalary Range: $165000-$175000Schedule: Hybrid schedule (2 days remote)Program DescriptionThe Program Evaluation and Quality Assurance (PEQA) Department designs implements and manages Project Renewals systems of performance measurement and management quality assurance and quality improvement. PEQAs objective is to enhance the agencys ability to achieve its mission by developing and facilitating processes that measurably improve the quality and effectiveness of our services and operations and to support agency leadership in managing towards high Vice President of Program Evaluation & Quality Assurance oversees the organizations strategy for using data to drive impact and improve services across the agency. Reporting to the VP of IT the VP of PEQA sets the vision of business intelligence and performance analytics and is responsible for leveraging the agencys performance measurement and evaluation systems to inform program planning and organization strategy. The VP champions empowerment through data integration and cross-functional learning and inclusive and equitable data practices. The VP also provides leadership for incident management systems ensuring that PRI meets regulatory contractual and ethical standards across all partnership with the Chief Information Officer the VP is responsible for development and maintenance of the organizations data ecosystem and analytics Duties & ResponsibilitiesThe Vice President of PEQA is responsible for strategic leadership content expertise management of complex systems and ownership of capacity-building activities in all areas of evaluation documentation compliance and data-driven performance measurement and management across all programs. Key responsibilities include but are not limited to:Strategic Leadership & Performance ManagementProvide strategic leadership in how the organization approaches performance measurement and management building upon our existing systems strengths and empowering employees at all levels of the organization to work collectively to accomplish the agencys oversight technical leadership and set end-to-end vision for the three sub-functions of the Program Evaluation & Quality Assurance department:Quality AssuranceProgram EvaluationIncident ManagementMonitoring Evaluation & LearningAdvance the agencys monitoring evaluation & learning capacities and strengthen the organizations culture of applying knowledge toward program with senior program leadership to translate evaluation findings into actionable insights adapt performance metrics and inform program planning and Management OversightProvide executive oversight of PRIs incident management systems ensuring timely reporting documentation investigation and resolution of all incidents in accordance with regulatory contractual and internal that incident data is analyzed for trends risks and opportunities for improvement and that findings are communicated to leadership and program with Program HR and Legal to ensure appropriate follow-up actions corrective action plans and staff development and maintenance of incident reporting tools workflows and dashboards to support transparency accountability and continuous Governance Integrity & TechnologyEstablish a data governance plan that defines data ownership roles and responsibilities within the organization fostering a culture of data stewardship and and catalog existing data assets data sources and data flows to identify data governance gaps and opportunities for and manage a data integrity plan and support data integrity efforts throughout the with IT and external developers to guide the strategy architecture and use of data warehouse reporting platforms and custom data tools used are best in class staff are trained and data privacy and security standards are -Functional Collaboration & Capacity BuildingWork closely with administrative functions including HR Training IT Finance Operations Development and others to improve the quality and effectiveness of their with internal stakeholders to design and conduct trainings on performance measurement service documentation data literacy analytics tools logic model development program planning incident reporting and as the leader of the PEQA team and support other department efforts requiring data evaluation or compliance Partnerships & RepresentationOversee evaluation or research projects with external partners including managing contracts engaging with stakeholders and ensuring compliance with privacy Project Renewal in external settings including sector-level advocacy research partnerships and funder as staff lead to the Board of Trustees in committees requiring data research quality compliance or outcomes degree in a related field required; advanced degree preferred.10 years of leadership experience in program evaluation quality assurance data analytics compliance or performance management.7 years leading teams and managing organizational developing performance measurement quality improvement incident management and data governance analytical strategic planning and problem-solving using data and business intelligence tools to drive decision-making and organizational leadership communication and stakeholder management services healthcare housing or nonprofit experience ConditionsWork is performed in office programs and field locations throughout the New York City metropolitan travel between agency locations may be weekend on-call or emergency response support may be required based on operational position requires regular use of computers phones remote support tools and related technology RequirementsAbility to sit stand walk bend and move throughout office and program environments for extended to travel between Project Renewal locations to conduct site visits quality reviews meetings investigations and training to use a computer and other office technology for extended accommodations may be made to enable individuals with disabilities to perform the essential functions of this StatementProject Renewal is an equal opportunity employer.
