Salary Ranges:
- Data Analyst II: $5000.00/month - $5300.00/month***
- Data Analyst III: $5301.00/month - $5870.00/month***
GENERAL DESCRIPTION
Performs routine (journey-level) to moderately complex (journey-level) data analysis and data research work. Work involves collecting reviewing analyzing and furnishing water planning and water use data to regional water planning groups the legislature media TWDB programs and external stakeholders. Conducts QA/QC analyses develops reports thematic maps visualizations and interactive dashboards. Identifies innovative ways to improve present disseminate and consume planning data. Assists with the development administration and maintenance of the Texas Water Service Boundary Viewer (TWSBV) regional and state water planning databases and associated online applications and coordinates with Information Technology (IT) and program areas on future application development. Provides technical GIS mapping and data support for regional and state water plans. Supports agency regional water planning staff. Develops and analyzes data content for regional water plans and the state water plan and provides customer assistance to all users. Manages datasets and provides mapping solutions for regional and state water planning processes. May train others. Works under moderate to general supervision with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Water Use and Planning Data (WUPD) Department.
ESSENTIAL JOB FUNCTIONS
- Serves as the primary application administrator and program contact for the Texas Water Service Boundary (TWSB) Viewer including application coordination user support annual rollover planning and maintenance of user guidance materials.
- Reviews updates and maintains public water system (PWS) service area boundary data submitted by utilities for inclusion in the TWSB Viewer.
- Coordinates with the Public Utility Commission of Texas (PUC) and the Texas Commission on Environmental Quality (TCEQ) to collect and integrate Certificate of Convenience and
- Necessity (CCN) boundaries district boundaries water quality information and water infrastructure information into the TWSB Viewer for use in the Drinking Water Infrastructure Needs Survey.
- Provides Geographic Information Systems (GIS) technical assistance to public users editors regional water planning groups consultants utilities and other stakeholders regarding the TWSB Viewer boundary updates data submissions and regional water planning data.
- Supports Water Supply and Strategy Analysis (WSSA) regional and state water planning activities by managing reviewing analyzing and visualizing tabular and geographic data related to water use water supply water management strategies (WMS) project implementation and other planning datasets.
- Performs quality assurance and quality control (QA/QC) reviews of regional and state water planning datasets to improve data integrity consistency effectiveness and usefulness.
- Reviews and evaluates regional water use and planning data for contractual compliance and assists in reviewing regional water plans and state water plans.
- Responds to regional and state water planning data requests from the legislature the Board agency leadership and other key stakeholders by querying databases analyzing datasets compiling reports and preparing clear data summaries.
- Develops tests and supports regional water planning applications Structured Query Language (SQL) queries SQL Server Reporting Services (SSRS) reports dashboards maps graphs and other tools used to collect analyze visualize and disseminate WSSA data.
- Develops innovative approaches to make WSSA data available to stakeholders through interactive dashboards thematic maps geographic illustrations reports and other visualization tools.
- Prepares and maintains written documentation training materials methodological guidance data quality control requirements and related materials for regional and state water planning data and the TWSB Viewer.
- Coordinates across TWDB programs to connect TWSB Viewer spatial data with Water Use Survey Water Loss Audit Water Conservation Regional Water Planning Regional Water
- Project Development State Water Implementation Fund for Texas (SWIFT) and State Revolving Fund (SRF) program data.
- Identifies opportunities to improve WSSA business processes data quality spatial analysis reporting stakeholder access and outreach through enhanced use of the TWSB Viewer and related planning data tools.
- Consults and collaborates with appropriate staff to define data specifications analysis methods reporting methods outreach needs and performance measures.
- Provides assistance to the Water Use Survey team and the WSSA team as needed.
- Maintains confidential and sensitive information.
- Ensures individual and team files including electronic and hard copy records are appropriately maintained and disposed of in accordance with the agencys records retention procedures and schedule.
- Maintains required certifications and licenses completes mandatory training and participates in supervisor-approved career development activities.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
Qualifications :
MINIMUM QUALIFICATIONS
- Graduation from an accredited four-year college or university with a bachelors degree in Planning Resource and Environmental Studies Geography Public Administration or a related field.
- Professional Experience:
- Data Analyst II - Two years of relevant data work experience.
- Data Analyst III - Three years of relevant data work experience.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
PREFERRED QUALIFICATIONS
- Previous work experience with ESRI ArcGIS software.
- Previous work experience with data visualization using dashboards (Microsoft Power BI) or mapping tools (GIS).
- Experience querying data using Microsoft SQL Server Management Studio.
- Previous work experience with data-related reports using software such as Microsoft Access Microsoft SQL Server Reporting Services or Microsoft Power BI.
- Previous work experience with data or technical support work.
- Previous work experience with data QA/QC and analysis work using Excel R Python or other statistical tools.
- Experience working with regional and state water planning in Texas and/or water planning-related data.
- Post graduate degree from an accredited four-year college or university with major coursework in planning Resource and Environmental Studies Geography Public Administration or a related field.
KNOWLEDGE SKILLS AND ABILITIES (KSAs)
- Knowledge of local state and federal laws and regulations relevant to the Water Use and Planning Data Department.
- Knowledge of the principles and practices of public administration.
- Knowledge of research techniques statistical methods and geographical concepts and their application to data analysis.
