Job Summary

POSITION SUMMARY:

The Treasurer will direct the financial operations of the company including budgeting planning investing liquidity pricing model and other financial matters. This role will determine and manage the tools utilized in asset liability management along with the office profitability and funds transfer pricing. The Treasurer will lead a team of finance experts to maintain important day to day financial operations and ensure the companys financial health alongside the Chief Financial Officer.

OBJECTIVES OF THIS ROLE:

  • To strengthen the accounting team and financial processes to enable the Bank and Company to continue to grow profitability.
  • Manage balance sheet to create efficiencies and improve profitability to be a top tier organization.
  • Maintains and/or improves the banks net interest margin.
  • Oversee the banks balance sheet managing interest rate risk liquidity risk yield curve risk option risk and other key aspects of asset/liability management.
  • Efficiently manages liquidity and allocates resources to optimize profitability. Includes overseeing cash position and payment of bank expenses (accounts payable).
  • Work as a team to elevate the accounting function- implementing internal controls and policies for all financial activities- for public filing company.

RESPONSIBILITIES:

  • Coordinates the companys financial planning- budgeting and forecasting and investment activities.
  • Operates the banks ALM model owning all key assumptions including deposit betas deposit decay prepayment seeds pricing spreads and interest rates. Leads the ALCO meetings under the interest risk component of ERM along with any subcommittee meetings.
  • In-house expert on funds transfer pricing (FTP) and able to educate internal users about FTP and opportunity costs when pricing and allocating limited resources.
  • Oversee the daily cash position establishing and monitoring bank correspondent accounts brokered deposit relationships and the use thereof.
  • Provides financial analysis with an emphasis on capital investments pricing decisions and contract negotiations.
  • Involved in liquidity management uses and funding and serving on committees as needed.
  • Oversee the preparation of activity reports financial forecasts and annual budgets ensuring the use of best practices and states and expected regulatory procedures ie Back Testing Stress Testing.
  • Ensure that reported results comply with generally accepted accounting principles (GAAP) or international financial reporting standards.
  • Reviews financial details from past present and forecasted operations; identifies development opportunities and improvements that can be made.
  • Provides management with short- and long-term financial objectives and policies including hedging derivatives etc.
  • Advises business units on and assists with implementation of accounting and budgeting policies while also focusing on their profitability and how they positively influence the banks financials.
  • Collaborate with internal and external auditors Chief Accounting Officer and Accounting Team to provide information needed for the quarterly and annual audit.
  • Maintains knowledge of organizational procedures federal and state regulations and accounting standards.
  • Manages the balance sheet-cash flow including assisting with liquidity and pricing. May service on committees as needed- i.e Deposit Committee be actively involved in approving exception pricing.
  • Assist with regional profitability recognition and tracking offering suggestions for structure pricing and exception-based procedures.
  • Performs other related duties as assigned.

Requirements

QUALIFICATIONS:

  • Bachelors degrees in accounting finance economics or business administration masters degree preferred.
  • Five years or more of related experience required.
  • CMA CFA CTP or CPA designation highly preferred.
  • Experience in ALM software being highly preferred. ProfitStar is currently being utilized.

COMPLIANCE:

  • As generally applicable to F&M Bank and commensurate with these job functions this job role includes accountabilities for following Bank policies and related procedures as well as regulatory requirements involving federal and state laws regulations and related guidance.
  • Compliance with Bank Secrecy Act (BSA) including accurate completion of Currency Transaction Reports (CTR) when applicable Anti-Money Laundering Act (AML) Office of Foreign Asset Control (OFAC) and the USA PATRIOT Act. Adhere to Customer Identification Customer Due Diligence and reporting of suspicious activities to the BSA Department.
