Job Summary
HUMAN RESOURCES ADMINISTRATOR - JOB DESCRIPTION RESPONSIBLE TO: Assistant Director of Human Resources or Director of Learning & Development FUNCTION: In conjunction with or under the direction of the Assistant Director/HR or Director of Learning & Development is responsible for providing Human Resources oversight within The Resource Center (TRC) and Allied Industries including the development of Agency Human Resources policy and procedure enforcement of federal state and local regulations and recruitment efforts. REQUIRED KNOWLEDGE SKILLS AND ABILITIES: Must possess excellent interpersonal and written/oral/presentation skills including the demonstrated ability to effectively communicate with peers subordinates executive management and external customers/vendors in order to achieve desired outcomes; Commitment to developing and maintaining positive relationships across multiple channels in order to effectively resolve conflicts in a mutually beneficial manner; Exceptional organizational/time management skills with a demonstrated ability to deal with ambiguity along with ever-evolving needs and competing/multiple priorities in order to remain responsive to the needs of a diverse workforce; Must be action and detail-oriented and possess the ability to work well under pressure; Comprehensive knowledge of modern Human Resources practices and procedures including federal state and local laws; Thorough understanding of compensation/classification system design processes and procedures; Detailed understanding of benefit design and administration; Working knowledge of computerized Human Resource information systems and/or personal computer software; Ability and willingness to oversee and direct the work of others; Ability to follow through on detailed problems resolving them in mutually acceptable solutions; Ability to interact effectively with staff and management of all levels both within and outside of the organization; Strong computational and analytical skills with the ability to collect interpret and synthesize data; Reliability adaptability and flexibility including a willingness and ability to travel and work non-traditional hours as needed to carry out assigned duties; Must possess initiative and sound judgment and abide by principles of confidentiality (including HIPAA) in carrying out assigned responsibilities; Physical condition commensurate with demands of the job. MINIMUM QUALIFICATIONS: Masters Degree in Human Resources or related business field plus two (2) years professional experience in Human Resources including a minimum of one (1) year serving in a management/supervisory and/or administrative capacity; OR Bachelors Degree plus four (4) years professional experience in Human Resources including a minimum of two (2) years serving in a management/supervisory and/or administrative capacity. IDENTIFIED KEY COMPETENCIES: o Conflict Management o Managing Diversity o Political Savvy DUTIES SUPERVISORY: Responsible for the administrative supervision of assigned personnel administration staff including but not limited to: 1. Hiring firing discipline performance evaluation in-service education training development and support and ensuring that there is an adequate number of staff to fulfill assigned responsibilities. 2. Conducts staff meetings as needed or assigned. 3. Ensure the competency and professionalism of assigned staff. 4. Ensures that all services provided by the department adhere to federal and state laws and regulations governing personnel administration as well as TRC policy and procedure.
