Job Summary
About the Position: In this position applicant will directly assist the Chief of Terminal Operations Division in his/her duties and serves as Division Chief in the absence of the incumbent. This position is located at Jacksonville Florida.
- Monitor cargo movement through military and commercial terminals.
- Analyze transportation requirements and develop cost-effective logistics solutions.
- Apply transportation regulations to ensure safe and efficient operations.
- Improve terminal operations through workflow analysis process improvements and operational planning.
- Serve as Acting Division Chief providing leadership and continuity of operations.
- Make independent decisions to resolve complex transportation and terminal issues.
- Coordinate mission requirements across military units contractors and external agencies.
- Oversee contractor performance and procurement activities in accordance with government policies.
- Manage the Battalion HAZMAT program ensuring certification and regulatory compliance.
- Maintain accountability through internal controls documentation inspections and operational reporting.
- Build collaborative relationships with military leaders federal agencies commercial carriers and port authorities.
- Develop and communicate transportation policies SOPs reports and operational briefings.
- Advise leadership on transportation planning risk mitigation and mission execution.
- Facilitate effective communication among stakeholders to ensure mission readiness and operational success.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.

- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights
- Employee must be able to obtain and maintain a valid State or government drivers license.
- This position requires shift work to provide coverage on evenings weekends holidays or special situations.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Contracting Officer Representation (COR) license/certification is required for this position.
- Incumbent must deploy to domestic and foreign ports on short notice up to four times yearly for 721 days with possible longer or more frequent missions. Deployments may require extended hours in austere field conditions.
- Incumbent may need to complete readiness training including first aid field survival Laws of War/Geneva Conventions POW coping skills standards of conduct issued equipment care UCMJ host-country customs and sidearm training when appropriate.

You will receive credit for all qualifying experience including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) planning coordinating and monitoring cargo movement through military or commercial transportation systems; 2) applying transportation regulations and coordinating with military civilian agencies contractors and commercial carriers; 4) supporting terminal operations logistics planning contract oversight or HAZMAT compliance; and 5) using automated transportation or logistics systems to manage cargo prepare reports and support mission operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree a major study in accounting business administration business or commercial law commerce economics engineering finance industrial management statistics traffic management transportation motor mechanics or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Continued Conditions of Employment:
- Work may require outdoor duties in all weather. Incumbent must be able to board break-bulk ships barges and other vessels accessing all decks. Duties include climbing ladders in narrow passages prolonged standing and walking on uneven or slippery surfaces with obstacles and working long hours on varying shifts. May be required to work around and handle hazardous cargo including ammunition.
