Job Summary
Position Overview:The Transit Safety Program Specialist also known as a Safety Officer at LYNX performs advanced professional work in the development implementation coordination and evaluation of safety programs supporting bus operations and workplace safety. This position conducts safety inspections accident and incident investigations regulatory compliance reviews risk assessments employee safety training emergency planning and safety audits. The specialist analyzes trends and root causes identifies hazards recommends corrective actions and develops policies and procedures that promote safe transit operations and compliance with federal state and local safety is a transit and occupational safety position and is not a security officer or law enforcement role. All jobs require regular and reliable compliance with LYNX safety programs and regulatory agencies including but not limitedtoU.S. Department of Transportation (DOT) Federal Transit Administration (FTA) National Transit Database (NTD) Florida Department of Motor Vehicles (DMV) and Florida Highway Patrol (FHP).Investigates incidentsinvolving the public and employeesdeterminescausesand provides solutions and reports asrequiredto regulatory andmonitorsoccupational health and safety programs ensuringcompliance with laws and data toidentifyroot causes and reduce safety training programsand develops safety policies and and revises safety manuals and creates required communications andconductssafety a communication network with safety and health professionals at other transportation in committees and attends meetings related to health and asanin-house consultant on safety health and environmental emergency support to local counties Offices of Emergency Functions by Area:Video and Electronic Security:Overseesvideo evidenceand facility accessprograms;maintainslogs andassistswith :Reviews video footageof events occurring on LYNX buses;conductsaccidentinvestigations andprovides on-call coverage for Safety:Analyzeswork-related injuries conducts safety audits and trains Safety:Conducts worksite evaluations ensures compliance with standards and oversees environmental andSafety:Supports safety auditsmanagesrandom drug testing and ensures compliance with OSHA Qualifications:Bachelors degree from aregionally or nationallyaccreditedinstitution inoccupationalsafetysafetyengineering industrial engineering public of fouryearsof experienceinworkplace safety and accident mitigation programsin transportationor related relatedexperience beyond theminimumrequirement may substitute for the required education on a year-for-year valid Florida drivers license and safe driving Qualifications:Professional safety in public transportation safety and emergency Requirements:Ability to perform physical tasks such as bending stretching lifting and responding quickly to sounds or dangerous to lift 30 to think rationally and apply logic during high-stress acuity tooperatevehicles or heavy equipmentKnowledge SkillsandAbilities(KSAs):Knowledge offleet and occupational safetyaccident investigation techniquesand environmentalhealth and safety of federal state and localsafetylaws and proficient inMS Officeapplications tocollect and analyze data develop safety training and work toexhibita professional courteous to work in a diverse communication and interpersonal skills including the ability toestablishand maintain positive working relationships with thoseencounteredin the course of work using principles of excellent customer EnvironmentandSpecial ConsiderationWorks in an office environmentand requireslong involves frequent walking or standing; periodic bending stooping reaching andliftingup to 15 position requires close visual acuity to perform an activity such as viewing a computer terminal and extensive position requires the ability to verbally express or exchange ideasby means ofspoken call 24 hours/7 days a week. Must work outside regular business hours depending upon the demands of the job and in usual or emergency situations. May berequiredto work nightsweekendsand willing to travel locally to any LYNX facility and any location within the LYNX service Phone Use Policy:The Agencyanticipatesthat this positions incumbent must be available throughout the workday and on some occasions after regular work hours. Therefore as a condition of employment the incumbent will be issued a cell phone and must adhere to the agencys Wireless Communication Critical Workforce Member:LYNX provides the community with much needed public transportation and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural technological or human-caused emergency or disaster. This position is considered a mission critical member of LYNXs emergency preparation and response efforts during an emergency or disaster and as such will be asked to work during these emergencies or disasters. Therefore mission critical team membersare required toprepare their homes and family for the impending emergency at least 48 hours in accommodation will be made for otherwise qualified individuals with a known disability when required by law.
