Description

Performs a variety of complex analytical professional technical and administrative duties in support of the Transit Department. This position is responsible for managing the departments administrative functions including oversight of an Administrative Assistant Transit Department payroll purchasing invoice processing Transit Board meeting coordination website updates driver qualification records and advanced administrative support to the Transit Director Operations Manager and department staff.

The Transit Administrative Manager is expected to demonstrate accountability leadership professionalism and a high level of customer service when working with internal and external customers.

This position reports directly to the Transit Director and receives indirect supervision guidance and direction from the Transit Operations Manager.

Examples of Duties

  • Manages the day-to-day administrative functions of the Transit Department and ensures administrative processes are completed accurately efficiently and in accordance with County policies and procedures.
  • Oversees and supports Transit Department payroll activities including accurately tracking and accounting for employee leave in the Countys payroll system.
  • Maintains advanced working knowledge of County leave policies and ensures payroll-related records are accurate and up to date.
  • Utilizes Tyler Munis software to process invoices troubleshoot payment issues and coordinate timely and accurate payment processing with the Finance Department.
  • Reviews approves and oversees Transit Department purchasing card transactions and ensures appropriate documentation and coding within Munis.
  • Assists the Transit Director with the preparation and processing of procurement documents contracts routing forms and required ongoing submittals to the Colorado Department of Transportation (CDOT) Federal Transit Administration (FTA) and other agencies as applicable.
  • Coordinates and assists the Transit Director and Operations Manager with conference and meeting attendance including scheduling registration travel arrangements and related administrative needs.
  • Monitors office break room uniform and other departmental supplies and coordinates routine ordering and purchasing to maintain adequate inventory.
  • Provides administrative support to Transit Management in the preparation of run cutting run blocks and related clerical work associated with Summer and Winter service schedules.
  • Coordinates monthly Transit Board meetings including preparation and distribution of meeting materials room reservations food arrangements and other logistical needs.
  • Prepares and posts monthly Transit Board packets and other informational updates to the Summit Stage website ensuring information is current accurate and accessible.
  • Maintains driver qualification files and records including CDL compliance Department of Transportation (DOT) requirements medical certifications and personnel documentation.
  • Assists Shift Supervisors Road Supervisors Dispatchers Human Resources staff Drivers and Maintenance staff in resolving payroll purchasing and other administrative issues.
  • Works collaboratively with Finance Human Resources Facilities Information Systems (IS) the Managers Office and other County departments on matters related to payroll benefits facilities technology and other departmental needs.
  • Provides administrative support and guidance to department staff and assists in identifying and resolving operational and administrative issues.
  • Applies sound judgment critical thinking and creativity to analyze situations identify opportunities for improvement and develop effective and innovative solutions.
  • Makes well-informed independent and objective decisions within the scope of assigned authority and recognizes the potential impact and implications of decisions.
  • Demonstrates the ability to take appropriate action in uncertain or critical situations to accomplish departmental goals and objectives.
  • Communicates effectively and professionally both verbally and in writing with employees management County departments external agencies and members of the public.
  • Maintains a high level of organization and effectively manages multiple priorities with minimal supervision.
  • Provides responsive and professional service by identifying anticipating and addressing the needs of internal and external customers.
  • Demonstrates extensive knowledge of Transit Department operations as well as applicable County policies procedures and administrative practices.
  • Demonstrates initiative accountability and self-discipline in completing assignments and achieving departmental goals.
  • Establishes and maintains effective working relationships with individuals of diverse backgrounds experiences perspectives and cultural influences.
  • Organizes and prioritizes work determines resource requirements establishes short- and long-term goals and develops strategies to achieve desired outcomes.
  • Monitors progress evaluates results and adjusts as necessary to ensure assignments and projects are completed successfully.
  • Performs other duties as assigned.
Typical Qualifications

  • Bachelors degree from an accredited college or university and three to five years of progressively responsible administrative experience in a fast-paced professional environment.
  • An equivalent combination of education and experience may be considered.
LICENSES OR CERTIFICATES
  • Must possess and maintain a valid Colorado Drivers License throughout employment.
  • Must be able to operate a motor vehicle.
