In order to be qualified for a transfer:
1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:- Interdepartmental transfer - a transfer in the same class from one County department to another.
- Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
- Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
Under direction Health Program Coordinators supervise assign review and participate in the work of staff responsible for contracted and/or county operated health programs and services including but not limited to staff supervision program development and implementation program monitoring and evaluation and coordination of services; ensure work quality and adherence to established policies and procedures; and perform technical and complex tasks relative to the assigned area of responsibility.- Examples of Knowledge and Abilities

- Principles and procedures of budget preparation and monitoring including budgets involving grants contracted services and state and federal funding
- Select supervise train and evaluate staff and/or preceptors
- Plan coordinate assign and review the work of subordinate staff
- Investigate and resolve disciplinary issues
- Work independently prioritize work coordinate activities and meet critical deadlines
- Monitor and interpret budgets and other financial documents
- Develop and maintain cooperative effective working relationships with others
- Communicate clearly and concisely both verbally and in writing
- Interpret and apply applicable federal state and local laws codes and regulations
- Apply customer service skills including the identification of customer needs and follow up to ensure customer commitments have been met

- Employment Qualifications
Minimum Qualifications
Four (4) years of full-time professional paid journey-level experience in a relevant health field which has included program coordination or lead or supervision of program staff or operations.
Note: Completion of coursework in health care administration a public health field a health science nursing or any nursing specialty or in a related health field such as life sciences or physical sciences or in a management field such as public administration or business administration or other field closely related to the intent of the class at an accredited college or university may be substituted for up to two years of the required experience. Related education substitutions for the required experience are computed on the basis of 3 semester units or 4.5 quarter units 1 work month.
Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements:
Some positions may require a Bachelors degree or higher in a related field or licensure based on their assignment.
1) The incumbent of the position designated as the Director of Public Health Education must hold a Masters degree with specialization in public or community health education and must meet any other state requirements for a director of health education (California Code of Regulations Title 17 and any other applicable laws and regulations in effect at the time of appointment).
2) Some positions in these classes who oversee Behavioral Health Services may be required to in accordance with applicable federal and/or state regulations possess and maintain a current valid LMFT (Licensed Marriage and Family Therapy); or LCSW (Licensed Clinical Social Worker).
General Qualifications
Criminal History and Background Checks:
The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602 Personnel Policies and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.
The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks credit history checks where authorized by Labor Code section 1024.5 Social Security Number verification professional license/registration verification military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.
Physical Requirements:
Some positions in this class require the incumbents to be able to:- Sit for extended periods; frequently stand and walk.
- Normal manual dexterity and eye hand coordination; corrected hearing and vision to normal range; verbal communication.
- Use of audio- visual equipment; use of office equipment including computers telephones calculators copiers and FAX.
Working Conditions:
Some positions in this class require the incumbents to:- Work weekends holidays and non-routine hours.
- Work is typically performed in an indoor office environment and controlled temperature conditions. Tasks may involve extended periods of time at a keyboard or workstation. Position may require travel to and from other locations in a variety of outdoor weather conditions and lifting materials and supplies of moderate weight.
