Job Summary
This National Guard position is for a TRAINING OFFICER (TITLE 32) Position Description Number D2230000 and is part of the FL JFHQ National Guard.
As a Training Officer GSyou will formulate oversee and evaluate overall training programs for the State. Develops short and long term training plans that support the Adjutant Generals (TAG) training guidance. Issues instructions and procedures to subordinate organizations for the conduct of activities which meet the commanders training guidance and directives of higher headquarters. Establishes and monitors the conduct of a training evaluation program for subordinate organizations. Conducts and/or coordinates staff assistance visits and command level inspections in the area of training physical security and readiness. Evaluates the mission essential task lists of subordinate organizations to ensure conformity with higher headquarters commanders guidance and intent Army doctrine and regulatory requirements. Reviews training evaluation and inspection reports to identify systemic problems and trends. Determines and formulates needed revisions or improvements to training activities. Reviews training plans and schedules of subordinate organizations for approval and revision as necessary to ensure compliance with yearly training guidance. Provides technical guidance and assistance to subordinate commanders or other operations and training personnel pertaining to scheduling and conducting training. Directs the scheduling and ensures the execution of special training courses on a variety of subjects such as communications procedures leadership courses marksmanship training. Coordinates with external training evaluation and assistance organizations for the conduct and evaluation of Army training to include but not limited to Field Training Exercises (FTX) and Command Posts Exercises (CPX).

- This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Security Clearance requirements are determined by position and/or MOS/AFSC compatibility
- Participation in direct deposit is mandatory.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service under the authority of 32 U.S.C. 709 and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.
PCS: Permanent Change of Station (PCS) costs MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is excluded and ineligible for labor organization representation.
MILITARY GRADES: Officer: O2 thru O4
SPECIALIZED EXPERIENCE: GS11 must have at least 1 year specialized experience education or training equivalent to at least the GS09 level experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures learning processes curriculum development training evaluations and education and training systems and products; effective writing skills; editing practices; instructional media application training reporting program and curriculum validation and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 32 excepted civil service accepts this position he/she will retain their permanent status AND return to their previous Title 32 position once the incumbent returns from military duty. If the military tour member who has reemployment rights to this position does not exercise his/her reemployment rights within 5 years the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 5 excepted civil service accepts this position he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member having reemployment rights to this position does not exercise his/her rights within 5 years this position may be converted to a permanent status without further competition.

If the military tour member having reemployment rights to this position does not exercise his/her rights within 5 years this position may be converted to a permanent status without further competition.
