This National Guard position is for a TITLE 5 SUPERVISORY IT SPECIALIST (SYSTEMS ADMINISTRATION) (MI G6) Position Description Number NGT5710600 and is part of the MI JFHQ Army National Guard.


Duties

***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

Information Officer(CIO/G6/J6). Serves as project leader/supervisor responsible for developing assigning and coordinating duties and projects for systems administrators. Serves as the senior systems administrator responsible for planning coordinating modifying implementing and troubleshooting to support customer needs. The systems administered involve multiple hardware platforms running multiple operating systems in both physical and virtual configurations. The incumbent is accountable for the planning and coordinating the installation testing system security configuration and monitoring operation troubleshooting and maintenance of all server hardware and software. Work pertains to the administration of all systems including ensuring the efficient integration between systems as well as compatibility within the network infrastructure. The supervised team members are specifically assigned to multiple system platforms located throughout the state.

Provides executive leadership guidance and direction to ensure acquisition development and retention of a professional highly capable workforce to accomplish assigned missions. Provides supervision in the daily operations for delivery of C4IM services.

Establishes performance standards and evaluates employee performance. Reviews and recommends approval of candidates for promotions and recognition. Reviews and approves: work plans to be accomplished by subordinates; priorities and schedules for completion of work; sets broad objectives; monitors subordinate employees performance in providing IT services; reviews accomplishments; and takes appropriate action of correction when deficiencies are noted. Gives advice counsels or instructs individual employees on both work and administrative matters.

Collaborates with other supervisors and managers within the directorate to negotiate decide on or coordinate work-related changes affecting them. Advises their supervisor with broader and higher responsibilities on problems involving the relationship of the work of the system administration teams to broader programs and its impact on IT Services. Serves as a technical advisor to management.

Resolves inquiries and problems concerning access use and availability of datacenter technologies. Develops and enhances automated systems to improve performance and efficiency. Provides technical assistance to current and potential users to minimize disruptions of computer operations. Provides formal or informal training so users understand the relationships of the system and are able to work with the system without undue interruption.

  • Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140 DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Manager Level 3.
  • Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education Cybersecurity Workforce Framework.
  • All certifications are required within 6 month of employment.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration.

GENERAL EXPERIENCE:

All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:

Experiences working on information technology administrative classified systems workstations and servers using multiple operating systems. Experiences involved the installation and testing of the system security configuration along with a range of competencies in monitoring operating troubleshooting and maintaining workstation and server hardware and software. Must have experiences as a technical expert and unit focal point for the configuration of hardware and software on a variety of IT systems with different hardware and operating systems. Skilled to identify and enforce command standards for hardware and software configurations. Skilled to develop modify and tests overall system backup and recovery strategies for assigned systems. Capable to configure work-station security parameters. Competent in troubleshooting and correcting software problems that included resolving conflicts between applications hardware and/or device conflicts and operating system faults. Skilled in detecting and removing computer viruses. Skilled in restoring critical data files; and in updating hardware and software architecture databases to reflect installations turn-ins and changes in reportable software. Experienced as a systems administrator with responsibilities that included planning coordinating modifying implementing and troubleshooting that met or exceeded customer needs. Knowledgeable on the administration of all systems to include a myriad of associated hardware platforms software applications and numerous interfaces included in the Local Area Network (LAN). Competent to perform security management work in accordance with AF AFSPC National Guard Bureau (NGB) and Air National Guard (ANG) regulations and policies. Competencies include the skills to implement local policies regarding system access network rights and physical access to systems and equipment. Knowledgeable on applications used to analyze evaluate and recommends hardware/software changes to various computer systems. Skilled to identify factors such as compatibility with standard systems conversion or implementation costs compliance with DOD AF AFSPC and ANG policies and resulting impacts on existing equipment. Skilled in the ability to install configure and test products and equipment. Experiences including the development of plans for the necessary acquisition of automation (hardware and software) requirements. Experienced in working within guidelines standard operating procedures (SOPs) bulletins and flyers for the operation and use of assigned C4 systems services and activities. Competent to analyze policies regulations and system provisions that govern standard operating systems and skilled to provide assistance and advisory in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising coaching mentoring and counseling employees to ensure understanding of the Air National Guard personnel programs policies to include senior management procedures and directives. Experienced in conducting interviews and selecting candidates for initial hires reassignments promotions or formal details. Must have experiences and competence in regard to identifying Dual Status technician positions Series qualification and/or certification requirements training development and compatible military skills. The supervisory experiences involved leading planning and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements.
