This National Guard position is for a TITLE 32 IT SPECIALIST (SYSTEMS ADMINISTRATION) (MI G6) Position Description Number NGD2488P01 and NGD2489P01 and is part of the MI JFHQ Army Michigan Army National Guard.

This is a trainee position located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. This trainee position is classified at less than the full performance level for recruitment and training purposes. The next higher/target level for this career ladder assignment is Information Technology Specialist(SYSADMIN) Specialist GSPD D2489000. Assignments are progressively more difficult until the full performance level of GSis reached.
Supervisory requirements are progressively less detailed as the incumbent gains more experience. Incumbent may be promoted non-competitively to the next higher/target level position upon meeting the following requirements: (1) Incumbent demonstrates ability to perform at next higher/target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training; and (6) Incumbent completes all Series GS-2210 qualification requirements and regulatory requirements for career ladder promotions.
1. This is a developmental position. The next full performance target level(FPL) for this career ladder assignment is Information Technology Specialist(SYSADMIN) Specialist GSPD D2489000. The incumbent performs GSduties under closer than normal supervision. Must complete at least 12 months of specialized work experiences at this grade to successfully achieve the GScompetency. The GSposition task assignments become progressively more difficult until the target level GSis reached.
2. Performs the basic duties and has the basic responsibilities as described in the GSposition description; however detailed assistance guidance and support from the supervisors and co-workers are provided as required until statutory and performance requirements for advancement to the next higher level are met.
3. Receives formal and/or on-the-job instructions designed to familiarize incumbent with the functions and operations of the program area and work responsibility. Incumbent is provided practical experience in the application of related knowledge and applies professional and/or management theory principles and practices to complete the assigned work.
GS 11
This position is located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. The purpose of the position is to serve as a systems administrator on one or more of the systems maintained/administered throughout the state. The incumbent is responsible for installing and testing the system security configuration and monitoring operating troubleshooting and maintaining server hardware and software.
Manages all assigned servers and server resources analyzing and defining requirements; analyzing workload; monitoring capacity and performance; diagnosing and resolving problems; and developing backup and recovery procedures. Installs configures and maintains servers and server resources in support of business processing requirements and ensures that servers are tested for stability. Installs and upgrades operating systems and layered software packages ensuring compatibility with Army standards prior to installation of upgrade or new release.
Resolves inquiries and problems concerning access use and availability of datacenter technologies. Provides technical assistance to current and potential users to minimize disruptions of computer operations. Provides formal or informal training so users understand the relationships of the system and are able to work with the system without undue interruption. Tests and analyzes system malfunctions to resolve physical and logical processing problems. Analyzes evaluates and resolves malfunctions by adjusting equipment configurations realigning port allocations recommending appropriate acquisitions and distinguishing between equipment software and operation problems.
Maintains liaison with counterparts at other commands/installations for troubleshooting assistance and researching available products and state-of-the-art technologies and advancements. Develops strategies to incorporate into the organizations inventory such technologies and advancements found to be compatible with user requirements taking into consideration any affect these technologies and techniques will have on existing architecture and infrastructure.

MILITARY GRADE: E4-E6
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

All applicants must demonstrate experience that provided the competencies necessary to perform the work of the position. General experience for the GS-2210 Information Technology Management Series includes work that has equipped the applicant with the knowledge skills and abilities to successfully perform the duties of an IT Specialist (System Administration). Such experience must demonstrate:

In addition to the OPM IORs (Alternative A) specialized experience examples 24 months specialized experience includes experience education or training receiving maintaining and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.

In addition to the OPM IORs (Alternative A) specialized experience examples specialized experience includes experience education or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however established compatibility criteria/assignments must be followed. masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a masters degree or equivalent graduate degree

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
Undergraduate or Graduate Education: Degree in computer science engineering information science information systems management mathematics operations research statistics or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications systems or networks.

SELECTIVE SERVICE:
