THIS IS AN AIR FORCE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 ELECTRONICS TECHNICIAN (MI CRTC) Position Description Number NGD1878000 and is part of the MI Alpena CRTC Michigan Air National Guard.

Duties

This vacancy may qualify for a Recruitment Incentive up to 25% of the basic salary rate.

***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP***

This position is located at an Air National Guard (ANG) Aviation Wing Air Traffic Control (ATC) Squadron Airfield Systems Flight. The purpose of the position is to provide technical expertise to maintain and certify Air traffic Control and Landing Systems (ATCALS). This includes performing investigation analysis diagnosis testing tuning correction optimization alignment and verification/certification to ensure continuous and reliable operation of air traffic control and landing and communication systems.

1. Certifies assigned systems and sub-systems to ensure compliance with USAF and Federal Aviation Administration (FAA) established standards and safety requirements. ATCALS cannot be used unless certified by the employee.

2. Determines when equipment malfunctions warrant shutdown of various systems. Acts as expert technical consultant to determine whether systems are operationally acceptable and safe within the prescribed standards and tolerances for air traffic control and air navigation.

3. Provides technical guidance training and assistance to other technicians and conducts on-the-job (OJT) training to apprentices in all phases of work. Conducts and documents OJT in all phases of equipment maintenance. Certifies task qualifications and schedules task training.

4. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing.

  • This is an excepted service position that requires membership in a compatible military assignment in the Michigan Air National Guard required prior to the effective date of placement.

MILITARY GRADE: E1 - E6
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

GENERAL EXPERIENCE:
Experience education or training performing simple mechanical installations and adjustments. Experience which demonstrates the applicants ability to recognize obvious malfunctions. A good understanding of basic electronic theories and techniques and familiarity with standard electronic components and their use. Tracing circuitry diagnosing malfunctions and adjusting controls to achieve peak performance. Experience using specific layout and schematic diagrams to construct and package simple devices and subunits of equipment such as power supplies oscillators amplifiers etc. Using advanced methods in a full-range of troubleshooting procedures techniques and usage of test-set related equipment. Experience using common hand tools. Experience that demonstrates the ability to follow written instructions.

SPECIALIZED EXPERIENCE:
GS-11 and above - must have 1-year equivalent to at least next lower grade level experience education or training in utilizing principles basic functions and application of theory of electronic systems or equipment. Experience in diagnosing problems and determining needed repairs for malfunctions in electronic equipment or systems. Experience in making mechanical repairs that required the use of precision measuring and calibrating equipment. Experience in using complex test equipment such as deviation meters complex special test panels etc. Experience which demonstrates the ability to interpret technical manuals specifications and publications.

Work as a technician instructor inspector or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory and of the characteristics function operation and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams a variety of test equipment and the application of appropriate electronic formulas involved in such duties as testing troubleshooting modifying designing calibrating installing maintaining repairing constructing developing and instructing on electronic equipment or similar functions.

Experience in developing policies standards and procedures for maintenance installation or similar functions provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however established compatibility criteria/assignments must be followed. The applicants record of experience training and education must show possession of the knowledge skills and abilities needed to fully perform the duties of the position to be filled.
