Job Summary
The TexasDivision Administrator (DA) is responsible for providing executive direction over the activities within the Division to effectively promote implement and administer one of the largest and most complex Federal-aid programs in the Nation.
The DA serves as the principal advisor to the Director of Field Services - Mid-America and the Office of the Administrator on policy program and technical issues particularly with regard to the effect on Texass Federal-aid program management and on Federal/State addition the DA:
- Provides leadership and direction over the administration of a highly diverse and complex $7 billion Federal-aid highway program through the establishment of Division Office objectives priorities and timetables and through the evaluation of program activities issues and accomplishments;
- Directs operations of the Texas Division Office in the advancement of public-private partnership ventures to fund major transportation improvements and upgrading the States transportation network including border connections that support increased international movement of freight between the United States and Mexico;
- Provides executive leadership in building and enhancing intermodal and interagency partnerships;
- Promotes intermodal coordination and technical skills development and consultation and assures that actions comply with national priorities objectives and federal laws and regulations promoting transportation systems are economically sound and well balanced;
- Directs a professional staff through subordinate supervisors in providing program delivery assistance and technical services in highway transportation and safety; and
- Provides leadership and direction on the implementation of programs in furtherance of equal opportunityprinciples consistent with Agency directives and goals.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrates executive level experience leading the implementation of surface transportation lawsregulations policy and principles involving programs such as the Federal-aid Highway Program highwaysafety transportation planning environment infrastructure design and construction contractadministration highway financing intelligent transportation systems operations or technology transfer.
TQ 2: Demonstrates executive level experience establishing partnerships and providing guidance to FederalState and local agencies and other transportation stakeholders in the delivery of surface transportationactivities at all levels.
EXECUTIVE CORE QUALIFICATIONS (ECQs):In addition to the Technical Qualification Requirements listed above all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

- ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively cut wasteful spending and pursue efficiency through process and technological upgrades.
- ECQ 3: Merit and Competence -This core qualification involves the demonstrated knowledge ability and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4: Leading People -This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision mission and goals and to drive a high-performance high-accountability culture. This includes when necessary the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results -This core qualification involves the demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP) or have SES reinstatement eligibility you do not need to respond to the ECQs. Instead you should attach proof (e.g. SF-50 Certification by OPMs SES Qualifications Review Board (QRB)) of your eligibility fornoncompetitive appointment to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions may be subject to reassignment across geographical organizational and functional lines and may be required to sign a Reassignment Rights and Obligation Agreement.
