GENERAL DESCRIPTION:The State of Wyomings Enterprise Technology Services (ETS) is seeking a strategic collaborative results-oriented Senior Business Relationship Manager (BRM) to serve as a trusted advisor and key liaison between ETS and a portfolio of state agencies. This position plays a key role in advancing the Executive Branchs enterprise technology strategy by building trusted partnerships with agency leaders to understand their missions challenges and strategic objectives. The Senior BRM provides expert consultation on enterprise-wide technology initiatives that improve operational effectiveness minimize costs and enhance service delivery to both agencies and the citizens of Wyoming.
The Senior BRM is instrumental in translating agency needs into strategic IT initiatives by facilitating communication identifying opportunities for innovation and guiding solution development across multiple stakeholders. Beyond aligning business and technology goals this role drives enterprise collaboration by championing cross-agency initiatives promoting shared services and fostering a culture of partnership and continuous improvement. With a focus on long-term value the Senior BRM helps ensure technology investments are scalable sustainable and aligned with the evolving needs of Wyomings government and its citizens.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.- Serves as the primary strategic liaison between ETS and assigned agencies building trusted relationships and ensuring alignment between business needs and enterprise technology strategy.
- Advises agency leadership and participates in strategic planning to translate business needs into scalable long-term IT solutions.
- Co-develops multi-year technology strategies and roadmaps aligned with agency missions and statewide IT priorities.
- Evaluates technology needs and coordinates enterprise solutions that promote shared services standardization and innovation.
- Ensures agency initiatives comply with IT governance enterprise architecture security and policy standards.
- Develops business cases and oversees IT investments to ensure alignment with objectives budgets and measurable outcomes.
- Monitors and reports on the performance and value of technology initiatives ensuring delivery of expected business outcomes.
- Leads continuous improvement efforts including process optimization cross-agency collaboration and service delivery enhancements.
- Oversees IT project portfolios collaborating with project managers to ensure effective delivery risk management and alignment with enterprise goals.
- Provides strategic oversight of agency application portfolios including modernization consolidation and optimization efforts.
- Qualifications
PREFERENCES:
Preference may be given to candidates with experience in building and managing strategic relationships with executive leadership such as cabinet level officials and other business stakeholders
Preference may be given to candidates with senior-level experience collaborating with executive leadership/CFOs on IT budget planning contract negotiation business case development and tracking the tangible business value of large-scale technology investments
Preference may be given to candidates with progressive leadership experience operating as a Senior Business Relationship Manager IT Portfolio Manager or Strategic IT Advisor within an enterprise technology environment
Preference may be given to candidates with experience evaluating modernizing and managing an enterprise application portfolio specifically with oversight of Cloud and Software as a Service (SaaS) solutions
Preference may be given to candidates with experience implementing or ensuring compliance with IT governance frameworks (e.g. ITIL COBIT) and enterprise architecture/security across an organization
KNOWLEDGE:- Knowledge of IT governance frameworks and enterprise technology governance practices
- Knowledge of project management frameworks and methodologies
- Knowledge of enterprise technology environments including infrastructure applications and Software as a Service (SaaS) solutions
- Knowledge of Business Relationship Management principles and practices
- Knowledge of strategic planning processes and aligning technology solutions to business objectives
- Knowledge of enterprise-level IT operations service delivery models and cross-agency collaboration
MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (typically in Computer Technology)
Experience:
3-5 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of an Enterprise Technology Management I or equivalent

6-8 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of an Enterprise Technology Management I or equivalent
