Metro Transits Talent Acquisition team is hiring a Talent Advisor (HR Analyst) to help shape the workforce of one of the nations leading public transportation agencies. As a core partner to Metros largest department Talent Acquisition supports multiple divisions across the organization through full-cycle recruitment.

Position Info: This recruitment will be used to fill one (1) Special Duty Assignment (SDA) Human Resource Analyst classification vacancy. The SDA is anticipated to last 6 months and may be extended.

In addition this selection process may be used to generate an eligibility pool for future SDA vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of this work. This position is comprised of the following core duties:

  • Manage and lead full-cycle recruitment for a wide range of positions including trades professional and technical roles executive leadership support staff and hard-to-fill specialties while partnering closely with hiring managers leadership and HR colleagues.
  • Source and engage candidates through online platforms community outreach and networking events while building systems to maintain a pipeline of diverse competitive talent.
  • Promote King County as an Employer of Choice by generating inclusive applicant pools that support our Equity and Social Justice goals.
  • Design and administer merit-based selection processes including recruitment plans job announcements assessments interview questions and rating criteria using competency-based and behavioral interview techniques.
  • Prioritize and manage your workload efficiently contributing innovative ideas and recommending process improvements to optimize recruitment outcomes. Each recruitment is project-managed to drive results.
  • Build trusted relationships with hiring managers and candidates delivering outstanding customer service and guidance throughout the hiring process.
  • Perform other related duties as assigned.

Experience Qualifications Knowledge Skills

We are looking for candidates who have:

  • At least two years of experience supporting multiple full-cycle recruitments or an equivalent combination of recruitment-related HR education and experience.
  • Hands-on experience with Applicant Tracking Systems (King County currently uses NEOGOV).
  • A proven ability to design and deliver effective recruitment strategies and exceptional candidate experience.
  • A strong customer service orientation with the ability to support management employees at all levels and external stakeholders.
  • Creativity and forward-thinking approaches to attracting talent and building robust candidate pipelines.
  • Solid knowledge of HR employment laws union contracts and policies including EEO disability accommodations FLSA FMLA and related regulations.
  • A demonstrated commitment to equity diversity and inclusion in all aspects of recruitment and hiring.
  • Excellent organizational skills with the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • A collaborative consultative approach to building relationships with hiring managers team members and candidates.
  • Strong interpersonal and communication skills with confidence in advising senior leaders and facilitating thoughtful strategic conversations.
  • Intermediate to advanced proficiency in tools such as Microsoft Office Suite (Word Excel Outlook SharePoint) virtual meeting platforms (Zoom Teams) and HRIS systems (PeopleSoft).

Highly competitive candidates will have (desired but not required):

  • One year of experience managing and leading full-cycle recruitments.
  • Experience working in a unionized and complex organizational environment.
  • Proficiency with PeopleSoft and NEOGOV applicant tracking systems.
  • Familiarity with Metro Transit Division (MTD) policies and procedures.

Other Position Information

Work Location:This is a hybrid position. The team works in a hybrid model with days in the office as well as telecommuting. Currently a minimum of 2 days in the office per week is required. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection oftools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule:This position is non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. The typical work week is 40 hours per week Monday Friday.
