Job Summary

Characteristic Duties and Responsibilities

  • Conduct architecture trade-off analyses and recommendations based on business interface and performance requirements including changes to interactions and interfaces between systems.
  • Coordinate capture baseline analyze and document system architectures that depict information flows and data stores across integrated systems.
  • Present architecture recommendations to stakeholders collect feedback and identify changes.
  • Baseline and maintain the concept of operations and the system architecture transition plan and review changes with stakeholders.
  • Develop store manage and communicate business process models diagrams and visual artifacts that express target-state processes.
  • Assess potential impacts to infrastructure core services business operations and maintenance and recommend requirement or design changes.
  • Coordinate activities to ensure compliance with information systems security requirements security documentation and controls.
  • Recommend approaches to close identified architecture gaps and to evolve technology to meet business needs.
  • Review enterprise-wide changes and system migration plans to identify project impact monitor risk and develop mitigations.
  • Use agile approaches to integrate new technologies iteratively delivering and validating the target-state architecture in increments through demonstrations and pilots.
  • Serve as the technical architecture counterpart to client governance and to development partners and support implementation of new operational capabilities.
  • Experience working within Medicare systems at CMS especially enrollment and beneficiary database operations is required.

Supervision Received

General administrative supervision is received from the assigned Program or Project Director. Close collaboration is expected with information systems leadership the Systems Engineer client architecture governance and development partners.

Supervision Exercised

May include technical direction of systems engineering and analyst staff supporting architecture and integration activities.

Required Qualifications

  • Bachelors degree with at least seven (7) years of experience in architecture design supporting systems program or business requirements and present and future cross-functional requirements and interfaces or an equivalent combination of education and experience.
  • Experience leading collaborative evaluation of workflows business process models organization and planning to construct and design technical solutions and to make recommendations or implement requirements.
  • Familiarity with principles of object-oriented application development relational database structure system interfaces and integration patterns.
  • Experience applying agile methodologies to integrate new technologies iteratively.
  • Ability to understand difficult technical concepts and to communicate orally and in writing with a range of technical and non-technical audiences.
  • Excellent organizational and planning skills.
  • Demonstrated strong verbal and written communication skills.
  • Proficiency with the Microsoft Office Suite and collaboration tools such as JIRA Confluence and SharePoint.
  • Ability to obtain and maintain a U.S. Federal public trust suitability determination and U.S. work authorization sufficient to meet E-Verify requirements.

Desirable Qualifications

  • Non-profit experience.
  • Experience supporting Federal health programs or agencies.
  • Familiarity with Enterprise Performance Life Cycle (EPLC) System Development Life Cycle (SDLC) and ITIL governance frameworks.
  • Experience producing enterprise architecture artifacts and target-state documentation for large integrated systems.
  • Familiarity with information systems security frameworks such as FISMA.

Base Compensation Determination

Base Compensation is determined by market range and geographic location pay zones. Base Compensation also includes various individual factors unique to each candidate such as job level prior experience skill set certification and educational which may impact the compensation structure.

This position is classified as exempt according to FLSA guidelines.
