Job Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SURFACE MAINTENANCE SPECIALIST Position Description Number D1254000 and is part of the ID G4 SMM National Guard.
THIS POSITION IS INDEFINITE (NTE 5 YEARS) AND MAY NON-COMPETITIVELY CONVERT TO A PERMANENT POSITION.
THIS POSITION IS BACKFILLING A TECHNICIAN WHO IS ABSENT.
FOR CURRENT FED TECHS ASSIGNED TO G4 THIS WOULD BE A TEMP PROMO OR REASSIGN CURRENT TENURE WOULD TRANSFER WITH EMPLOYEE.
(1) Analyzes and resolves a variety of conventional maintenance management problems to improve existing maintenance operations production and practices that impact the overall maintenance program. Analyzes the effectiveness and efficiency of maintenance management repair and training; and the need for improving existing practices. Develops goals and plans to ensure maintenance production standards are met. Coordinates with shop leadership to resolve conflicts affecting maintenance production or the shop backlog rate. Assesses impact on the maintenance shop due to new equipment fielding mission changes new directives manpower utilization and authorizations etc. Works with other organizations to increase the effectiveness of the maintenance program.
(2) Establishes methods and procedures to ensure maintenance tasks performed meet or exceed established policies and regulations. Disseminates to the maintenance shops technical guidance and directions received form the Department of the Army (DA) National Guard Bureau (NGB) the J-4/G-4 or the Surface Maintenance Management Office. Contacts depots or manufacturers to clarify procedures or gain insight regarding better methods of repair or maintenance. Schedules and conducts periodic meetings with shop leadership to disseminate information and standardize procedures. Visits maintenance organizations to assist with technical problems evaluate shop operations and determine adequacy of production.
(3) May serve as a member of the Command Maintenance Evaluation Team (COMET). Analyzes COMET results develops action plans to correct problems and monitors implementation. Monitors the organizations use of automation to properly account for manpower utilization and materials management.
(4) Oversees and provides technical guidance regarding Class IX (Class 9) repair parts management; develops policy and procedures; and evaluates and revises as needed. Coordinates with the USPFO and other installation organizations to resolve problems.
(5) Establishes and monitors the shop safety and health program. Provides instruction investigates accidents and assures facilities meet established requirements. Oversees the hazardous waste/industrial hygiene program for maintenance shops.
(6) Performs other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

GENERAL EXPERIENCE: Experience education or training which has provided the applicant with a knowledge of equipment maintenance work or skill in reading engineering drawings and specifications using test instruments making computations and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Experience education or training applying principles concepts and methods of equipment facility or service operations sufficient in designing projects or planning assignments. Experience using well-established occupational methods and techniques to determine facility grounds equipment overhaul maintenance restoration repair needs etc.

THIS APPOINTMENT IS INDEFINITE AND MAY BE TERMINATED EARLY AT THE DISCRETION OF THE APPOINTING OFFICER. THIS APPOINTMENT COULD BECOME A PERMANENT PROMOTION OR REASSIGNMENT IF POSITION BECOMES AVAILABLE.
THIS APPOINTMENT IS INDEFINITE AND ANTICIPATED TO CONTINUE THROUGH THE END OF FISCAL YEAR 2027.
THIS POSITION MAY CONVERT TO A PERMANENT STATUS WITHOUT FURTHER COMPETITION IF POSITION BECOMES AVAILABLE.
FOR CURRENT FEDERAL TECHNICIANS ASSIGNED TO G4 THIS WOULD BE A TEMPORARY PROMOTION OR REASSIGNMENT AND CURRENT PERMANENT TENURE WOULD TRANSFER WITH EMPLOYEE.
UPON ORIGINAL MEMBER RETURNING THE TEMPORARILY PROMOTED OR TEMPORARILY REASSIGNED EMPLOYEE WOULD RETURN TO PREVIOUS POSITION.
