Job Summary
This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32) Position Description Number D1295000and is part of the FL SMO National Guard.
As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32) WSyou will provide direct input or participates in meetings and/or conferences with engineering production control and other personnel involving the initial analysis of long-range work requirements; review immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts and develops for approval by their superiors plans for meeting long-range resource requirements; assign and explain work requirements and operating instructions to subordinate supervisors set deadlines and establish the sequence of work operations to be followed; maintain balanced workloads by shifting assignments workers and other resources to achieve the most effective work operations; develop and establish internal procedures (e.g. meetings content and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities organizations and personnel supervised; develop publish and ensure employee compliance with standing operating procedures for the activity supervised; prepare for and participates in various types of readiness evaluations inspections mobilization and command support exercises
PHYSICAL EFFORT: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing bending reaching stretching climbing and crouching; or working on top of under and in tight compartments or cramped or awkward positions. Performs strenuous work while standing lying or sitting. Frequently lifts and carries items unassisted weighing up to 40 pounds; and often exerts similar effort in pushing pulling and positioning parts assemblies and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks hoists and cranes. May be required to work from ladders or work platforms at varying heights.
WORKING CONDITIONS: Work is performed both inside and outside. When inside the incumbent is frequently exposed to drafts changing temperatures and noise which is difficult to talk above. When outside the incumbent is exposed to bad weather in mud or snow and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust heat fumes and hard damp floors or ground. Typically works on parts and systems which are dirty oily or greasy. Frequently exposed to the possibility of cuts burns bruises and sprains while repairing positioning and moving equipment. Often exposed to the possibility of falls while repairing positioning and moving equipment; and skin irritations from acid fluids and lubricants. Uses safety equipment such as protective ear devices hard hats hard-toe shoes respirators and protective clothing which may be uncomfortable to wear or use and may be worn or used for long periods.

- This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard required prior to the effective date of placement.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service under the authority of 32 U.S.C. 709 and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.
PCS: Permanent Change of Station (PCS) costs MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.FLNG BUS Code 8888: This position is excluded and ineligible for labor organization representation.
MILITARY GRADES: Officer/Warrant Officer: WO1 thru O3
GENERAL EXPERIENCE: Must have experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records work records and reports
SPECIALIZED EXPERIENCE: WS-13 must have at least 36mos experience or training diagnosing repairing overhauling and modifying more complex vehicles equipment and more complicated systems; experience which has provided a thorough knowledge of diagnostic equipment; experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems; experienced in testing inspecting and evaluating the work performed on vehicles equipment and systems. - In addition to the journeyman level knowledge experience which demonstrates the ability to plan direct and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 32 excepted civil service accepts this position he/she will retain their permanent status AND return to their previous Title 32 position once the incumbent returns from military duty. If the military tour member who has reemployment rights to this position does not exercise his/her reemployment rights within 5 years the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 5 excepted civil service accepts this position he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member having reemployment rights to this position does not exercise his/her rights within 5 years this position may be converted to a permanent status without further competition.
INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour) and selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member having reemployment rights to this position does not exercise his/her rights within 5 years this position may be converted to a permanent status without further competition.
