Job Summary

Summary

This position is located in Department of Veterans Affairs Veterans Benefits Administration Louisville. KY Regional Office Support Service Division. The incumbent works with senior specialists and the Support Services Supervisor to ensure constant surveillance evaluation and planning for efficient utilization of space based on constantly changing and ever increasing program demands.


Duties

Typical duties include but are not limited to:

  1. Provides input for efficient utilization of space to include floor plans and design ensuring proper cubicle design and required infrastructure.
  2. Provides property management services including facilities trouble calls conducting inventories and disposing of excess property.
  3. Responsible for the day-to-day functions of the fleet management program by documenting authorized operators scheduling utilization and maintenance and submitting required reports.
  4. Responsible for the administration of the Personal Identify Verification (PIV) system ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required.
  5. Provide forms and publication services which consists of printing reproduction and distribution of forms. Ensures equipment requirements are met for all forms and publications activities.
  6. Provides input in the coordinating of building security with appropriate authorities. Provides input into the preparation of all reports associated with security.
  7. Provides input in the planning and recommendations for procedural improvements in all administrative functional areas.
  8. Coordinates with acquisition personnel in acquiring office supplies and equipment then stores and distributes office supplies and equipment.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory qualification and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-9.

    TIME IN GRADE REQUIREMENT

    For a GS-7 position you must have served 52 weeks at the GS-5
    For a GS-9 position you must have served 52 weeks at the GS-7 level.

    If you are a current VA employee and currently hold the grade level of this vacancy (or higher) AND the promotion potential of this position does not exceed the promotion potential of your current position you may request a non-competitive reassignment or change-to-lower grade into this position. You MUST submit your most recent (non-award) SF-50 and the SF-50 placing you into your current position receive consideration.

    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Specialized Experience:Specialized Experience is experience that has equipped the applicant with the particular knowledge skills and abilities to perform successfully the duties of the position(s) and that is typically in or related to the work of the position to be filled.

    MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:

    GS-07 Grade Level:

    Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: data gathering; applying knowledge of standardized processes and procedures to complete assignments identifying problems from collected data and selecting solutions from alternatives in guidelines and precedent cases

    OR

    One (1) full year of graduate-level education

    OR


    Equivalent combinations of Specialized Experience and Graduate level education. To compute divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.


    MINIMUM QUALIFICATION REQUIREMENT:

    GS-09 Grade Level:

    Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience assisting with the facility equipment and/or service operation design projects; assisting with analyzing and assessing the efficiency and effectiveness of various Administrative programs functions and systems giving oral and written presentations

    OR

    Two (2) full years of graduate level education or a masters or equivalent degree in a major study - public administration business administration industrial engineering industrial management or other administrative or management fields related to the position to be filled;

    OR

    Equivalent combinations of Specialized Experience and Graduate level education. To compute divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

    Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree) the two can be combined to total 100% of the requirement.     Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment.     Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

    Physical Requirements: This work is primarily sedentary. There are occasional periods of walking standing bending and carrying light items.
