Job Summary
This SUPPLY TECHNICIAN is located in the Office of the United States Property & Fiscal Office (USPFO)and is part of the CA USPFO Army.
THIS IS A T5 EXCEPTED SERVICE PERMANENT POSITION.
The primary purpose of the SUPPLY TECHNICIAN GSis to ensure property accountability and provide installation supply assistance and instruction to units and activities within the state.
- Initiates and recommends unit visits for performance of reconciliations. Assists with and monitors posting as the result of unit reconciliations. Resolves inventory problems and where items may be lost or damaged and is must be able to use judgment as applicable regulations may be ambiguous. Reviews validates and establishes accountability for mobilizing units and organizations.
- Prepares state NGB DA and DOD directed reports that deal with property accountability and visibility. Performs a wide range of supply actions to accomplish required duties. Uses multiple supply systems and supply data files. Works with units assigned in dealing with distribution and redistribution of Equipment and Assets.
- Analyzes possible redistribution of equipment through transfer loan or assignment. Reviews and processes external as well as internal loans/leases that may impact readiness or mission requirements. Performs inventories site visits and coordination with the state mobilization office to insure accountability and proper property books are established for deploying activities.
- Provide installation supply assistance and instruction to units and activities within the state. Processes and accounts for through agency coordination the in coming and outgoing federal property assignment. Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently addition the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization or similar military position is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

SUPPLY TECHNICIAN GS-2005-7: Must have at least one year of specialized experience equivalent to at least the GS-06 level or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Knowledge of governing supply regulations policies procedures and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies equipment and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures where assignments include individual case problems related to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey information and ability to compile reports letters memoranda etc.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects 1) are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects 2) are eligible for three year reinstatement rights.
As a condition of employment new appointees are required to serve a trial period.
