Supplier Quality Representative (SQR)

We are seeking a full-time Subcontractor Quality Representative (SQR) who will report directly to the Project Quality Assurance Manager (PQAM) and support the field-related quality process concerns. The SQR supports theQA team by performing direct observations and oversight of subcontractors implementation of their NQA-1 quality assurance program plans and procedures to ensure effective implementation and verbatim compliance is maintained. This will include the arrangements needed to assure quality during the subcontractors procurement manufacture and construction phase for systems structures and components (SSCs). The SQR works with internal company departments and subcontractors to address ongoing subcontractor quality issues continued process improvement of subcontractors and ensure subcontractors meet quality requirements.

The SQR is responsible for overseeing the subcontractors quality interfaces and performance and reporting subcontractor programmatic/process compliance issues/concerns to our Quality and Construction Management. The role requires direct involvement in the interactions between Subcontractors Engineering & Design (Title III) Procurement Auditors and Inspection & Test Agencies (ITAs) as necessary to support the Spent Fuel Handling Recapitalization Project (SFHP) Facility construction activities. The SQR needs to work with Subcontractors to reduce quality issues and defects proactively identify risks and lead initiatives to assure the applicable requirements are met. The SQR duties require the successful candidate to be present on-site for work. The SFHP Facility site is located in Scoville Idaho (approximately 51 miles from Idaho Falls Idaho).

Responsibilities:

• Develop a strategy and arrangements for independent observations/oversight activities as required to ensure that the subcontractor meets specified quality requirements.
• Schedule perform and record direct observations and oversight of activities affecting quality to assure subcontractors effective implementation of approved quality plans and procedures.
• Monitor and evaluate supplier performance and make recommendations based on analytics.
• Develop and maintain a required level of independence necessary to perform adequate oversight activities of the Subcontractors quality control and quality assurance processes.
• Generate and issue daily oversight reports weekly progress reports and monthly metrics related to the subcontractors compliance performance.
• Facilitate and support interfaces with internaland external customers on subcontractor quality matters.
• Review subcontractors submittal documentation/records for compliance with contract requirements.
• Perform in-process document/record reviews to support an expedited turnover of records upon completion of work.
• Audit subcontractor-delivered quality documentation and records for completeness and compliance with project requirements.
• Perform subcontractor quality system assessments and performance evaluations.
• Review oversight observations/findings and non-conformities and when appropriate contribute input for Title III support regarding non-conformance and troubleshooting.
• Identify and evaluate subcontractor trends in process conformity and evaluate whether corrective actions are appropriate while analyzing (trend tracking) subcontractor data.
• Actively support the safety culture and ensures integration of quality in relevant processes by complying with the requirements of the Project Quality Assurance Plan.
