Job Summary
The Supervisory VSR (Assistant Coach) will perform and maintain the daily responsibilities/duties in the absence of the coach.
This includes ensuring the continuity of team supervision explaining benefit programs and entitlement criteria analyzes claims materials identifies issues gathers relevant evidence conducts interviews adjudicates claims and inputs data necessary to generate the award and notification letter to the veteran describing the decision and the reason for it.
The Supervisory Veterans Service Representative (Assistant Coach) is responsible for the following duties but are not limited to:
- Analyzes and interprets laws rules and regulations and their effect on the establishment of new policies procedures and/or methods of operation.
- Gathers interprets and recommends appropriate action based on a wide range of data addressing service concerns.
- Validate leave balances approve/deny leave and certify timecards.
- Daily communication with senior management peers team members and stakeholders within the organization.
- Ensures that the teams quality and timeliness of service meets performance indicator goals.
- Responsible for personnel administration actions such as interviews developing standard plans promotions and reassignments.
- Responsible for the cost-effective use of resources to accomplish the teams assigned outcomes.
Work Schedule: Full time Monday- Friday 8:00am -4:30pm

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Additional Conditions of Employment are as follows:
- First time supervisors in federal service are required to complete a one year supervisory probationary period.

- Required to attend an 8 week training session which may require travel.
- VSR Skill Certification required at the GS-10 level

TIME-IN-GRADE REQUIREMENT: As a current Federal GS employee you must meet time-in-grade requirements by the closing date of this announcement.
- For a GS-12 position you must have served 52 weeks at the GS-11 level.
- If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement you must currently hold the GS- 12 (or higher) and the promotion potential of your current position must be at least GS-12.
MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience: Specialized Experience is defined as performance of technical assignments affecting the entire field of VAs compensation and pension (C&P) benefits programs. Examples would typically include but are not limited to knowledge of a complex field of laws regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state federal and local benefit programs to be able to explain them both orally and in writing to individuals of all educational backgrounds.
Education: There is no education substitution at the GS-12 grade level.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements:The work normally involves mental rather than physical exertion. The work is mostly sedentary; however there may be some walking standing and carrying of light items.
