Job Summary

Summary

Incumbents of this position supervises staff who adjudicates and authorizes Veterans compensation and pension claims. The Supervisor Veterans Service Representative (VSR) works in the Veterans Service Center (VSC) or Pension Management Center (PMC).


Duties

Duties include but are not limited to:

  • Performs the duties of the Team Coach in his/her absence and shares those responsibilities on a daily basis.
  • Ensures that the teams quality and timeliness of service meet performance indicator goals.
  • Responsible for the cost-effective use of resources to accomplish the teams assigned outcomes.
  • Gathers interprets and recommends appropriate action based on a wide range of data addressing service concerns.
  • Analyzes and interprets laws rules and regulations and their effect on the establishment of new policies procedures and/or methods of operation.
  • Monitors leave balances approves/denies leave and certifies timecards.
  • Runs production and workload reports.
  • Communicates with senior management.
Promotion Potential: None the position is at the full performance level GS-12.
Work Schedule: Full-time Monday to Friday 8:00 a.m. to 4:30 p.m.

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

    As a condition of employment for accepting this position you will be required to serve a 1-year supervisory probationary period period during which we will evaluate your fitness and whether your continued employment advances the public determining if your employment advances the public interest we may consider:

    • whether your continued employment would advance the efficiency of the Federal service.
    Upon completion of your 1-year supervisory probationary period your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.

    Qualifications

    TIME-IN-GRADE REQUIREMENT: As a current Federal GS employee you must meet time-in-grade requirements by the closing date of this announcement.

    • For a GS-12 position you must have served 52 weeks at the GS-11 level.
    To qualify for the Supervisory Veterans Service Representative (Assistant Coach) GSposition you must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service obtained in either the public or private sectors providing quality assurance or auditor functions related to claims processing and benefit determination; adjudicating and authorizing of compensation pension and claims; providing determination to reconsider claims appeal cases; and preparing presentations to reconsider claims appeal cases.

    If you are a current VBA employee and currently hold the grade level of this vacancy (or higher) AND the promotion potential of this position does not exceed the promotion potential of your current position you may request a non-competitive reassignment or change-to-lower grade into this position.

    MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

    GS-12 Grade Level:

    Specialized Experience: Is defined as performance of technical assignments affecting the entire field of VAs compensation and pension (C&P) benefits programs. These assignments would have required interpretation of the full range of C&P laws and regulations to include precedent opinions of the Court of Appeals for Veterans Claims and authoritative opinions of the General Counsel. Experience may have been gained as a VSR Authorizer RVSR AQRS or DRO.

    Examples of specialized experience would typically include but are not limited to:
    - Quality assurance or auditor functions related to claims processing and benefit determination.
    - Adjudication and authorization of compensation pension and claims.
    - Determination to reconsider claims appeal cases and preparation/presentation of such cases

    NOTE: There is no educational substitution for this grade level.

    Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

    Physical Requirements: The work normally involves mental rather than physical exertion.
