Job Summary

Summary

The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.


Duties

The position islocated in the In-Service Training Division (ISTD) Training Services Bureau Assistant Chief of Police for Standards and Training U.S. CapitolPolice. The purpose of thisposition is to serve as the ISTD Training Program Supervisor who works directlywith the ISTD Commander.

Administers plansdesigns and evaluates training programs e.g. financial management
leadershipdevelopment mentoring core skills and training related to law enforcementspecialties. Provides advisory and consulting services to management concerningemployee training and development issues.

Determines theappropriate methods for delivering training including instructor-led classesweb-based training or a blended approach. Uses instructional systems design principlesand techniques to develop training courses and briefings training materialsand job aids. Develops and delivers in-house training courses. Evaluates newlearning approaches and recommends their incorporation into training programs.

Coordinates andrepresents the Training Services Bureau; develops plans and procedures toorganize activities for special events and visits by important specialized
requirements suchas technical briefings transportation communications security or physicalrestrictions unique facility requirements audiovisual support mediainvolvement and related services.

Developsinstructs and oversees training that comprises a diverse range of basicadvanced and specialized law enforcement courses. The training courses includecontinual recruit officer basic training agent training program in-service trainingsimulator training multiple specialty units training. Will also forecast needsof future training and edits to current training delivery.

Providesadministrative and technical guidance necessary for accomplishing the work ofthe unit. Performs the administrative and human resource management functionsrelative to the staff
guidelines and performance expectations for staff members which arecommunicated through the formal employee performance management system.

    Must be a U.S. completion of a background investigation is complete a one-year probationary complete the mandatory Department required training.

    Qualifications

    In order to qualify you must meet the education and/or experience requirements described below.

    For the CP-10 you must have at least 52 weeks of specialized experience equivalent to the CP-9/GS-11 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) developing administrating and overseeing training programs and instructional courses that align with organizational mission objectives and training and development requirements; 2) managing full training lifecycle from needs analysis and content development to delivery assessment and continuous improvement; 3) establishing tracking and analyzing training KPIs to assess program effectiveness measure outcomes and identify opportunities for operational improvements; 4) preparing a training budget and monitoring expenditures on budget requests to ensure proper utilization of training funds; and 5) coaching and training other training instructors on the end-to-end training process instructional methodologies and industry best practices.

Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts liens repossessions or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
