The primary purpose of this position is to exercise supervisory and managerial authorities over the assigned organization. Responsible for performing professional engineering and management work in support of projects/programs pertaining to the organization.
1) Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates sets and adjusts short/long-term priorities and prepares schedules for completion of work.
2) Serves as technical advisor responsible for all systems engineering activities required for the assigned mission and/or the design development production test and support of assigned systems. Develops technical engineering and test/verifies plans which specify the objectives and means to fulfill mission and/or system requirements.
3) Evaluates contractors technical proposals. Assembles and integrates the technical portions of Request for Proposals and system plans utilizing inputs from other engineering specialists. Continually assesses contractors efforts performance progress and resolution of technical problems.
4) Represents the organization with all levels of management including functional counterparts HQ AFMC DoD other federal agencies industry partners and academia.

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: Have a Bachelors Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics.

B. Education/Experience: Have a combination of education and experience--college level education training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration. Have current registration as a professional engineer.
2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelors Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical mathematical and engineering sciences or (b) a BET from a program accredited by ABET.
3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical Mathematical and Engineering sciences and in Engineering that included the courses specified in A above.
4. Related Curriculum. Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field e.g. physics chemistry architecture computer science mathematics hydrology or geology may be accepted in lieu of a degree in engineering provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience e.g. in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include profound expertise in all systems engineering activities required for the assigned mission and/or the design development production test and support of assigned systems.
KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
- Knowledge of a wide range of advanced multidisciplinary professional engineering concepts principles practices standards methods and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to plan and execute specialized programs of marked difficulty responsibility and significance.
- Knowledge of the mission roles functions organizational structure and operation of the DoD Air Force and organizations that govern interface with and/or influence systems acquisition development and/or sustainment; and knowledge of planning programming and budgeting cycles financial systems and restrictions of expenditures of funds.
- Knowledge of and skill in evaluating state-of-the-art and advancements in theory application technology and policy affecting systems being developed and in planning organizing and directing the functions and staff in critical aspects of development production and/or support of systems subsystems or equipment.
- Knowledge of safety security personnel management and EEO regulations practices and procedures.
- Skill in establishing and maintaining effective relationships building consensus and coalitions negotiating and resolving conflicts with a variety of individuals and organizations as well as communicating effectively both orally and in writing.
- Ability to plan organize and direct the functions of an organization and mentor motivate and appraise the staff as well as analyze plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid will receive credit for all qualifying experience including volunteer experience.
