Job Summary
This position is assigned to the Non-Appropriated Fund (NAF) Fitness Sports and Deployed Forces Support Branch; Fleet Readiness; Commander Navy Installations Command (CNIC); Joint Expeditionary Base Little Creek - Fort Story. Incumbent serves as a Program Manager in the Branch and assists with the oversight of one or a combination of one of the following programs at the installation: Sports.
Sports (includes but not limited to):
* Assists in planning and implementing a comprehensive sports program for active and retired military authorized civilians contractors and dependents. Program includes self-directed recreational sports and intramural and/or extramural recreational sports.
* Inspects and maintains multiple indoor and outdoor athletic facilities equipment and supplies used for athletic activities events and programs.
* Plans organizes and conducts sports specific conditioning sessions clinics or seminars to train patrons.
* Ensures the installations recreational sports program is diverse and inclusive in an effort to accommodate various patrons and levels of competition. * Develops and revises program events tournaments and leagues to provide an inclusive program.
* Creates an environment that educates and promotes sportsmanship and participation in recreational activities in addition to providing a program in which risks are minimized.
* Develops and revises intramural sports rules to ensure they remain current with new governing body rules rule applications and officiating mechanics.
* Officiates or keeps score for offered athletic programs.
* Makes and/or coordinates repairs of athletic equipment.
* Serves as the subject matter expert on recreational sports for the installation.
Supervisory duties comprise 25% of incumbents time and include but are not limited to:
* Directs work to be accomplished by staff.
* Assigns work based on priorities difficulty and requirements of assignments and staff capabilities.
* Conducts annual performance reviews of staff.
* Participates in section staffing decisions.
* Ensures staff receives proper training to fulfill requirements of their positions.
* Addresses potential disciplinary and/or performance issues timely and takes appropriate corrective action(s) as necessary.

* Directly supervises assigned staff.
- Must pass all applicable records and background check.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must possess and maintain CPR First aid and AED certification
- Must have or be able to obtain and maintain a valid state drivers license.
- Must possess or be able to obtain the following within 90 days of hire: Blood-borne Pathogen Certificate and Navy Basic Fitness Certification (if working in fitness facility)
- May work with hazardous materials (e.g. cleaning agents gas etc.)
- Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights weekends and holidays.
- Occasional travel of less than 10% may be required.
- Starting May 7 2025 non-affiliated individuals requesting access will need a REAL ID-compliant drivers license or another acceptable form of identification to access CNRMA Installations. (review required documents section for more information.)

- Knowledge that enables the employee to competently and independently carry out fitness aquatics and/or sports programs through the proper application of principles concepts and techniques of recreation to specific needs of the community to be served.
- Knowledge of Department of Defense (DoD) Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications.
- Knowledge of both NAF and appropriated fund (APF) funding government procurement procedures cash handling procedures fiscal personnel material and cash management.
- Knowledge of various specialty equipment both resale and fixed assets to ensure quality material exists to enhance programs.
- Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim. (Aquatics Program Manager Only)
- Knowledge of the beach environment (e.g. marine life beach and water hazard) is required for waterfront lifeguard positions. (Aquatics Program Manager Only)
- Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results. (Aquatics Program Manager Only)
- Skill in planning and executing a comprehensive fitness aquatics and/or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community.
- Skill in effectively organizing and utilizing available community resources.
- Skill in the use of Microsoft Office Programs (e.g. Word Excel Power Point Outlook) and other operating systems used in the program area.
- Ability to analyze and prepare clear concise and technically sound reports related to work within the Branch.
- Ability to perform the full range of supervisory duties.
- Ability to develop and effectively deliver presentations and/or training.
- Ability to communicate effectively both orally and in writing.
The Sports Program Manager is a supervisory position responsible for development and oversight of sports programming. While elements (a) through (c) are preferred a combination of two of these elements may sufficiently qualify an individual to perform their duties as program director:
a) a four-year degree in sports administration or a related field
b) professional certification from a sports governing body
c) at least three years of experience in the industry.
Incumbent must possess or be able to obtain the following within 90 days of hire:
- CPR First Aid and AED certification
Salary is dependent on experience and/or education.
