Job Summary

Summary

This position is part of the Defense Human Resources Activity. The incumbent is responsible for the strategic design execution and evaluation of enterprise-wide leader and professional development programs serving the Department of War (DoW) civilian workforce.


Duties

As a Supervisory Program Manager (Talent Development) at the GSsome of your typical work assignments may include:

  • Directs conducts and oversees successful planning instructional systems design development implementation monitoring consultation compliance innovation reporting delivery and evaluation of policies and programs involving many different
    complex and simultaneous processes and supporting studies.
  • Oversees the development analysis and integration of assessment data to drive continuous improvement across all educational programs. Leads complex studies to assess training education and professional development needs across the Department. Identifies and champions future-focused innovative policies and is responsible for establishing DoW enterprise standard operating procedures.
  • Manages the divisions business operations including directing and overseeing the administration of approximately half a dozen active complex contract vehicles and managing the divisions budget of approximately $2 million to $3.5 million annually to ensure cost-effective procurement. Oversees all Contracting Officer Representative (COR) duties within the branch ensuring subordinate Level II CORs meet initial training and continuous 3-year recertification requirements and ensures absolute fiscal compliance.
  • Provides expert-level advisory services and strategic recommendations on all aspects of civilian leadership and professional development to senior leaders including political appointees (SES/PAS) General/Flag Officers GS-15 division chiefs Offices of the Secretary of War (OSW) and Defense Agencies and Field Activities (DAFA) decision-makers and their authorized agents. Serves as the acting Chief Learning Officer for the Civilian Workforce in the Division Directors absence.
  • Serves as a Supervisory Program Manager functioning as the Chief of the Leader Development Programs (LDP) Branch leading and managing a highly specialized branch responsible for the strategic design execution and evaluation of enterprise-wide leader and professional development programs spanning grades GS-7 and equivalents through Senior Executive levels.

Qualifications

You may qualify at the GS-15 if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Planning implementing executing and overseeing a large-scale leader development program portfolio targeting a breadth of experience levels and functional areas.
  • Applying knowledge of instructional systems design and adult learning principles methods and practices to analyze design develop implement and evaluate curricula to include traditional and non-traditional learning and synchronous and asynchronous learning products.
  • Managing complex business operations involving multi-million-dollar contracts and agreements in support of comprehensive department-wide talent development training education and professional development initiatives.

Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
