Job Summary

Summary

The Smithsonian Institution is the worlds largest museum education and research complex with 21 museums and the National Zoo. This position is located in the Office of Planning Design and Construction (OPDC). OPDC is responsible for the Smithsonians physical infrastructure which comprises over 700 buildings other structures and leased spaces many which are designated as historic and all of which are visited by millions of people each year.


Duties

The Supervisory Program Manager provides executive leadership direction and integration for the Institutions Facility Capital Program (FCP) a complex multi-year portfolio of capital planning design and construction initiatives affecting all Smithsonian museums research facilities and support infrastructure.

In this position you will:

  • Establish program priorities and ensure that scope schedule cost and performance are aligned with institutional objectives mission priorities and external requirements.
  • Identify risks variances and program slippages; evaluates program performance and takes corrective action to ensure effective execution of the Facility Capital Program.
  • Lead program-level financial management capital programming resource allocation budget formulation forecasting and performance tracking.
  • Advise senior leadership and represent OPDC with Smithsonian executives unit directors Federal oversight organizations contractors consultants and other stakeholders.
  • Direct and supervise a multidisciplinary staff of program managers analysts and support personnel.
  • Evaluate program effectiveness efficiency quality workload and resource utilization.

Qualifications

Experience:You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service. For this position specialized experience is defined as planning programming budgeting forecasting resource allocation performance monitoring and execution of multiple concurrent projects related to Design and Construction; developing and implementing Design and Construction program policies governance frameworks and management controls; leading professional staff of Architects and Engineers; and advising senior leadership on programmatic financial and organizational matters. Experience must also include leading managing and integrating a capital improvement program or portfolio consisting of multiple concurrent Design and Construction projects with an aggregate annual value of approximately $175 million or greater.
