This National Guard position is for a SUPERVISORY HUMAN RESOURCES SPECIALIST (TITLE 5) Position Description Number T5413P01and is part of the FL JFHQ National Guard.


Duties

As a SUPERVISORY HUMAN RESOURCES SPECIALIST (TITLE 5) GSyou will exercise supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies procedures and directives of management. Selects or recommends selection of candidates for vacancies promotions details and reassignments in consideration of skills and qualifications mission requirements and EEO objectives. Develops modifies and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Responsible for the accurate and timely processing of Request for Personnel Actions (SF-52) Notification of Personnel Action (SF-50) for areas within their HR Office delegation memorandum. Ensures completion of supporting forms records and documents. Verifies personnel actions are processed. Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Responsible for the quality assurance maintenance and security of the Electronic Official Personnel Folders (eOPFs) ensuring content meets regulatory requirements and is in accordance with the Guide to Personnel Recordkeeping and is safeguarded under the Privacy Act of 1974.

  • Must be able to obtain and maintain a Secret security clearance.
  • May be required to successfully complete a Supervisory trial period.
  • Enrollment in Direct Deposit is mandatory.
  • You must upload your most recent SF 50 (eg. General Adjustment) to be considered.
  • Position may require official travel and performance of overtime / compensatory time in support of operational requirements.
Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service under the authority of Title 5 P.L. 114-328 Sections 932 and 1084 (FY17 NDAA) and is open to current onboard Title 5 Federal employees within the agency ONLY and interested in helping the Department of the Army/Air meet our mission requirements as an Supervisory Human Resources Specialist.

PCS: Permanent Change of Station (PCS) costs MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

SPECIALIZED EXPERIENCE: GS-12 Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions organizations and federal civilian or military personnel programs. Experience education or training involving the administering delivering maintaining advising and adapting advanced concepts principles and theories of Human Resources to the unique organizational management and mission requirements of the Army and Air. Experience assisting in the development of National Guard Human Resources policies and procedures. Experience advising management on Human Resources principles and practices. Experience in managing the function of the work to be performed. Experience which includes leading directing and assigning work of personnel.

In lieu of specialized experience you may qualify with the following education or combination of both education and experience:

There is no substitution of education for specialized experience at this grade level.
