Job Summary
Organizational Location: This position is with the Department of Homeland Security within U.S. Customs and Border Protection Office of Finance Financial Operations Indianapolis IN.

This position is located in the Department of Homeland Security (DHS) U.S. Customs and Border Protection (CBP) Office of Finance (OF) Financial Operations Financial Systems Management and Oversight Division. The Division is responsible for planning developing integrating implementing and supporting CBPs financial management systems. The Financial Systems Management and Oversight Division is comprised of three Branches: Administrative Systems; Business Information Systems; and Revenue & Robotics.
Typical duties include:
- Supervising subordinate employees performing the core work of the unit while managing major agency-wide systems development efforts in accordance with established implementation schedules funding and customer commitments including the planning development and timely delivery of user training new systems operational availability and user support.
- Developing and executing oversees or coordinates primary financial/accounting systems design aspects of enterprise-wide systems development integration or modernization project plans strategies and implementation schedules that are central to the agencys mission.
- Planning developing implementing integrating and supporting business information and decision support systems consistent with agency policy business processes goals user requirements implementation schedules and applicable standards.
- Guiding and reviewing the development (or developing and coordinating the contents) of planning documents business cases and Cost Benefit Analyses with the goal of producing sound justification for financial systems projects.
This position starts at a salary of $149323.00 (GS-15 Step 1) to $194122.00 (GS-15 Step 10) with promotion potential to $194122 (GS-15 Step 10).

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level performing duties such as:
- Leading or supervising the planning development integration implementation and support of complex financial management systems or business information and decision support systems.
- Providing authoritative technical advice and guidance on financial system planning development and operational matters to program officials and executive decision-makers.
- Ensuring financial systems comply with Federal financial management practices standards and requirements and are effectively integrated with existing systems.
- Developing and coordinating planning documents business cases and Cost Benefit Analyses for financial systems projects.
- Negotiating and resolving complex systemic policy procedural issues and challenges related to the design modification configuration and deployment of multi-level financial systems.

You must:

- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/06/2026.
