The Statewide Rapid Response Manager leads Washingtons Rapid Response program under the Workforce Innovation and Opportunity Act (WIOA). This role ensures timely coordinated statewide responses to layoffs closures and dislocation eventsincluding those requiring Worker Adjustment and Retraining Notification (WARN) Act compliance. As Washingtons primary liaison to the U.S. Department of Labor on Rapid Response policy and reporting the Manager oversees statewide standards contracts and partnerships that help minimize the impact of job loss and support reemployment.
In this role you will guide Washingtons Rapid Response system ensuring consistent equitable and effective services across all regions. You will lead statewide policy development oversee key contracts coordinate WARN notifications and collaborate with workforce labor UI and economic development partners. You will also support agency leadership through policy analysis performance reporting and process improvement initiatives. Your work in this role strengthens Washingtons economic resilience and ensures workers receive timely high-quality support during periods of transition.
Key Responsibilities
- Serve as Washingtons subject matter expert on Rapid Response requirements under WIOA and federal regulations.
- Lead development and implementation of statewide Rapid Response policies procedures and operational standards.
- Coordinate statewide responses to WARN and non-WARN layoff events ensuring timely and consistent service delivery.
- Manage multiple statewide Rapid Response contracts ensuring deliverables reporting and renewals are completed accurately and on time.
- Facilitate statewide Rapid Response Coordinator meetings and training to include presentations promoting best practices and equitable service delivery.
- Serve as the state WARN Point of Contact; maintain the WARN database post notifications and respond to information requests.
- Develop the annual Rapid Response budget and collaborate with internal partners to align resources with statewide needs.
- Advise leadership on recapture and redistribution of funds when implementers do not meet outcome goals.
- Analyze performance data prepare statewide reports and support policy development and legislative analysis.
- Gather and analyze complex data to develop recommendations performance reports and process improvements.
- Build and maintain relationships with vendors and community partners and stay informed about available external resources and referral options.
- Qualifications
Required:
Option 1:Nine (9) years of professional experience in workforce development unemployment insurance (UI) labor policy or public administration or policy development legislative analysis and program implementation.
Option 2: AnAssociates degree in public policy economics political science law public administration or a related fieldANDseven (7) years of professional experience in workforce development unemployment insurance (UI) labor policy or public administration or policy development legislative analysis
and program implementation.Option 3:A Bachelors degree in public policy economics political science law public administration or a related fieldANDFive (5) years of professional experience in workforce development unemployment insurance (UI) labor policy or public administration or policy development legislative analysis and program implementation.
A Masters degree will substitute for two (2) years of experience and a Ph. D degree will substitute for three (3) years of experience.The required experience includes:
- Process Improvement Expertise: Proficiency in identifying and applying effective operational enhancements.
- Policy Development and Analysis: Ability to design evaluate and implement complex policy frameworks across UI and workforce systems.
- Leadership Skills:Ability to manage multi-disciplinary teams effectively.
- Legislative and Regulatory Interpretation: Skilled in interpreting federal and state laws regulations and administrative guidance.
- Operational Planning Skills: Proficiency in executing strategic business plans.
- Organizational Expertise: Ability to manage plan implementation effectively.
- Facilitation Expertise: Ability to foster collaboration across diverse groups.
- Communication Skills:Proficiency in presenting recommendations effectively to leadership.
- Data Analysis and Evaluation:Ability to analyze quantitative and qualitative data to assess policy effectiveness and compliance.
- Adaptability:Ability to address a wide range of organizational needs.

Preferred/Desired Qualifications:
Prior experience with federal and state Unemployment Insurance and/or Workforce Innovation and Opportunity Act (WIOA) one-stop system program statutes regulations guidance and policy.
Additional Requirement of Employment:
- Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
