Position Overview

The Illinois Department of Children and Family Services is seeking an organized professional and results-oriented individual to serve as Statewide Competitive Procurement Administrator. Under general supervision this position will oversee the statewide procurement processes for competitive procurements by the Department; analyzes Department policies relative to purchasing; drafts sets BEP goals posts evaluates manages and monitors competitive solicitations for the Department; drafts posts and manages contracts contract amendments and contract renewal documents as well as Sole Source and State Use solicitations and contracts; serves as secondary approver for the APO in the states e-procurement system; directs daily activities of staff in the Office of Procurement in the absence of the APO; serves as liaison to the CMS BEP Council; develops the Departments annual BEP compliance plan and report; monitors contract compliance utilizing the CMS vendor complaint process to document vendor complaints on competitive contracts; responds to auditors regarding procurement related audit findings. Essential Functions
  • Oversees the statewide procurement processes for competitive procurements by the Department
  • Serves as secondary approver for the APO in the states e-procurement system
  • Serves as liaison to the CMS BEP Council
  • Monitors contract compliance utilizing the CMS vendor complaint process to document vendor complaints oncompetitive contracts
  • Develops reports and correspondence regarding the status of solicitations services shipments and contractterms with vendors and Department staff
  • Develops and conducts training on purchasing procedures
  • Responds to auditors regarding procurement related audit findings
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge skill and mental development equivalent to completion of four years of college with coursework inbusiness administration or accounting.
  • Requires three years of progressively responsible administrative experience in business administration public or private accounting budgetary planning auditing or a financial field.
Specialized Skills
  • Of the noted three years of experience requires that the experience include the drafting of competitive solicitations theevaluation and management of requests for proposal (RFPs) and invitations for bids (IFBs) and the preparation andexecution of contracts including a minimum of one year of experience conducting procurements in a comprehensive e-procurement system and establishing BEP goals for competitive solicitors.
Preferred Qualifications
  • Prefers 3 years of experience in the drafting of competitive solicitations the evaluation and management of requests for proposal (RFPs) and invitations for bids (IFBs).
  • Prefers 3 years of experience in the preparation and execution of contracts.
  • Prefers 1 year of experience conducting procurements in a comprehensive e-procurement system and establishing Business Enterprise Program (BEP) goals for competitive solicitors.
  • Prefers 3 years of experience working with laws rules and regulations relating to state and/or non-state fiscal procedures.
Conditions of Employment
  • Requires ability to pass a background check.
  • Requires the ability to engage with Business Enterprise Program (BEP) contractors and subcontractors and support the goals of the BEP program and Fair Contracting Task Force as required per Executive Order 2018-07.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
