Sr. Director Program Manager

Leidos is seeking an experienced Program Manager (PM) to support a high-visibility Intelligence Community customer within a challenging dynamic and mission-focused environment in the Virginia and Maryland area. The successful candidate will serve as a PM responsible for a Cost-Plus Award Fee contract completion/deliverables based. This position requires extensive previous experience as a Program Manager experience in the Intelligence Community.

The PM will collaborate with government stakeholders program leadership financial professionals and cross-functional teams to support mission success.

Primary Responsibilities

Leadership & Program Management

• Responsible for management of all contract activities that impact Leidos ability to meet the Governments requirements.
• Allocate and manage program resources including staffing facilities budgets recruitment and training (direct and indirect) on the contract.
• Review and approve Estimate to Complete Contract Data Requirements (CDR) and other financial reports based on contractual requirements.
• Review risk and risk mitigation activities and report status to the Contracting Officers Technical Representative (COTR).
• Prepare program status reviews and other formal reviews to be presented to the Government COTR. Communicate issues and solutions to the Government COTR.
• Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractors contracts staff.
• Review all financial and technical reports before release to the Government.
• Ensure cross-discipline integration within the contract to meet Government needs.
• Oversee financial performance Basis of Estimates (BOEs) Engineering Change Proposals (ECPs) Estimates to Complete (ETC) funds and labor reporting and review/approval of all required financial deliverables.
• Present Program Management Reviews (PMRs) to the customer.

Basic Qualifications

• Active TS/SCI with Polygraph required.
• Bachelors degree in Business Engineering Technology Computer Science or a related subject. Minimum of 10 years of experience working within or directly supporting the Intelligence Community.
• Minimum 15 years experience in program/project management with programs of similar scope and size and/or complexity to include subcontract management experience.
• Demonstrated experience supporting the Office of the Director of National Intelligence (ODNI/DNI).
• Demonstrated experience in conducting requirements analysis resource allocation project costing deliverable tracking schedule and financial data monitoring and reporting.
• Strong verbal and written communication skills with experience presenting to senior government and contractor leadership.
• Proven ability to build relationships and collaborate effectively with customers subcontractors and cross-functional teams.
• Familiarity with a completion based/deliverables-based contract
• Relevant experience working with Intelligence Community organizations.
• Project Management certification (i.e. PMP) desired.
• Masters degree desired
