Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) Office of Procurement and Administrative Services is seeking an experienced professional to serve as a Sourcing Supervisor. This position plays a meaningful part in advancing the DBHDS strategic plan by ensuring that agency staff receive consistent reliable and effective support in carrying out the mission of the Department. This position provides direct oversight and guidance; manages all components of procurement in full accordance with State laws regulations and established requirements including those related to SWaM participation; provides measured technically sound consultation to Central Office and facility leadership on matters affecting operational needs throughout DBHDS; and identifies opportunities for economies of scale and recommending enterprise wide solutions that support prudent stewardship of public resources. This position calls for a collaborative approach to the thoughtful application of best practices and appropriate technologies to strengthen procurement operations and to design systems that make the acquisition of goods and services both efficient and accessible for staff across the agency.
Minimum Qualifications
Experience providing direct oversight or supervision of procurement activities in a public sector or regulated environment.
Knowledge of procurement law including the Virginia Public Procurement Act specification development sourcing methodologies negotiation and contract management.
Strong understanding of Freedom of Information Act (FOIA).
Experience in developing internal procurement policies and procedures.
Experience in best-practice contract management and administration principles.
Experience in collaboration with state procurement authorities (DGS/VITA) senior leadership and other stakeholders to resolve procurement issues and provide strategic guidance.
Proficient in statewide electronic procurement systems such as eVA.
Additional Considerations
Certification as Virginia Contracting Officer (VCO) or required within one year of hire.
Certification as Virginia Contracting Master (VCM) Certified Public Procurement Officer (CPPO) Certified Professional Public Buyer (CPPB) Certified NIGP-Certified Procurement Professional (NIGP-CPP) Certified Professional in Supply Management (CPSM) and other procurement certifications.
Knowledge of public health care practices and facility operations.
