I. Description of Services
The Texas Health and Human Services Commission (HHSC) is seeking a Full Stack Software Developer 3 to design develop enhance and support enterprise applications and reporting solutions. Under the direction of the IT Applications Director this role works closely with business stakeholders architects and cross-functional IT teams to deliver scalable secure and high-performing solutions Core React JS SQL Server Oracle Power BI and cloud-based platforms.
Development activities are performed in an Agile environment supporting enterprise and cross-agency initiatives. The developer is expected to work with a high level of independence and technical judgment.
Essential Job Functions:
Full Stack Development: Design develop enhance and maintain enterprise applications Core / C# backend services and APIs React JS and modern JavaScript frameworks for frontend development.
Database & Data Migration: Work with SQL Server databases (stored procedures views functions performance tuning) and Oracle. Transform and migrate legacy data to support new solutions including Oracle data migration to SQL Server.
Reporting: Develop and maintain Power BI dashboards reports and paginated reports to support business and operational reporting.
Cloud & DevOps: Implement cloud-based solutions and integrations using Azure (preferred) including deployment configuration and monitoring. Utilize CI/CD pipelines source control (Git) and DevOps tools to support automated builds testing and deployments.
Architecture & Scalability: Design and support cloud-native or cloud-hosted applications ensuring scalability availability and security. Collaborate with infrastructure and security teams to implement best practices for cloud governance and compliance.
System Support & Maintenance: Troubleshoot diagnose and resolve application and production issues. Monitor application health and proactively address performance security and data integrity issues.
Collaboration & Documentation: Work with business users and IT teams to document functional and technical requirements. Prepare diagrams solution designs and technical artifacts. Provide technical guidance and mentoring to junior developers.
II. Candidate Skills and Qualifications
Required Experience:
11 Years: Full stack development Core C# React JS JavaScript HTML and CSS.
11 Years: SQL Server experience including data modeling query optimization and performance tuning.
11 Years: Oracle experience including performing data migration from legacy systems to SQL Server.
11 Years: Extensive experience with Power BI including dashboards paginated reports and data transformations.
11 Years: Hands-on experience with cloud platforms (Azure preferred) including app services storage and security.
11 Years: Transforming and migrating legacy data to support new solutions.
11 Years: Converting legacy applications to web-based solutions.
11 Years: Proficiency with CI/CD pipelines Git and DevOps tools.
11 Years: Knowledge of accessibility standards (e.g. Section 508).
11 Years: Strong analytical problem-solving communication and collaboration skills.
Preferred Experience:
8 Years: Migrating data within government or regulated environments.
8 Years: Agile/Scrum methodologies and participation in sprint planning backlog refinement and release activities.
6 Years: Working in Texas state agencies healthcare or the public sector.
Education: Bachelors degree in Business Computer Science Information Systems or a related field.
