The primary purpose of this position is to serve as the installations Family Advocacy Officer (FAO) directly supervising a staff consisting of social worker(s) and may also include a registered nurse and support personnel. Integrates and organizes the Family Advocacy Program (FAP).
- Carries out program management responsibility for the installation Family Advocacy Program (FAP) ensuring compliance with legal and regulatory requirements and meeting customer needs.
- Represents FAP to (or on behalf of) the installation group squadron leadership through multiple installation and functional area organizations.
- Exercises supervisory personnel management responsibilities.
- Carries full professional responsibility for assigned cases presenting a wide range of psychosocial and environmental problems from prevention intervention and treatment through case closure and/or transfer.
- Works to achieve and support quality improvement in all products and services.

- A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.
- Work hours may involve uncommon tours of duty including nights weekends and holidays.
- At a minimum qualification requirements stipulated by the US Office of Personnel Management (OPM) for the 0185 occupational series must be met.
- A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
Selective Placement Factors: Must have the following minimum qualifications IAW DOD directive:
(a) Must possess a current unrestricted license to practice clinical social work (LCSW) independently in any one of the 50 states the District of Columbia Puerto Rico or the U.S. Virgin Islands.
(b) Two years of experience working in the field of child abuse and domestic abuse. Practice will require clinical privileges at the host MTF. Must maintain independent active clinical privileges for the duration of employment. Must sustain current competency to practice at the independent level.
(c) Must have practiced as an independent licensed clinical social worker within past two years.
(d) Government civilian providers must meet all applicable credentialing requirements IAW military treatment facility guidelines and be fully qualified to perform within the scope of their practice.
(e) Must possess and maintain current certification in Basic Life Support (BLS)
In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Professional and Scientific Positions Individual Occupational Requirement (IOR) for the GS-0185 Series
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: social work. Must fulfill all of the requirements for the masters degree in social work in a school accredited by the Council on Social Work Education.
Masters degree with practicum: Applicants who complete all of the requirements for a masters degree in social work that included a practicum are eligible for GS-9.
In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional social work practices principles and theories to carry full professional responsibility for cases involving a wide range of psychosocial and environmental problems; knowledge of compliance with legal and regulatory requirements; knowledge of prevention identification evaluation treatment rehabilitation follow-up and reporting of military family violence; Coordinates military community efforts designed to prevent and intervene in cases of military family distress and to promote healthy family life; knowledge of addressing combatting and preventing child abuse and domestic abuse in military families.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
1. Professional knowledge of social work practices principles and theories to carry full professional responsibility for cases involving a wide range of psychosocial and environmental problems.
2. Knowledge of the organization management and administration of child and family welfare services to perform program planning and develop and maintain public understanding and sound working relationships with local agencies and community agencies.
3. Knowledge of a wide array of problems and disorders of children and families and the varied resources needed to treat them.
4. Ability to evaluate and determine best application of multiple complex helping systems various professions and organizations; how they affect child and family welfare; and the multiple uses of such systems professions and organizations to deliver services.
5. Knowledge of safety and security regulations practices and procedures.
6. Ability to supervise plan organize and direct the functions and staff of military and civilian personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
