Job Summary

Summary

The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.


Duties

Thisposition is within the Protective Intelligence Operations Center (PIOC) Officeof the Assistant Chief of Police for Protective and Intelligence Operations(ACOP-P&IO) in the United States Capitol Police (USCP). The purpose of this position is to serve as aPIOC Shift Supervisor responsible for directing coordinating and overseeingall operational activities during an assigned shift within a 24-hour intelligenceand protective operations environment.

Serves asthe senior operational authority on duty during assigned shift and providesguidance to personnel stakeholders and partner agencies regarding operationalmatters.

Exercises significant independent judgment in evaluating operationalpriorities assessing threats and emerging incidents and directing resourcesto support the USCPs protective and intelligence mission.

Directsand oversees the day-to-day operations of a PIOC shift ensuring continuousmission readiness and effective execution of protective intelligence andsecurity operations.

Providesdirect oversight and guidance to subordinate staff including contractorsperforming threat management protective intelligence residential securitymonitoring protective operations support critical incident responsecontinuity of operations and interagency coordination.

Directsthe intake triage assessment and coordination of protective intelligenceinformation threats suspicious activity reports event security concerns andlaw enforcement coordination matters.

Overseethe monitoring and tracking of protective details residential securitysystems mobile duress programs and other protective security operations.

Evaluateintake reporting and operational information from multiple sources to identifythreats assess risk and determine appropriate notification and responseactions.

Serves asthe primary coordination point for communications among federal state and localpartner agencies during routine operations special events exercises andemergency incidents.

Analyzesand evaluates operational programs policies management processes andorganizational activities to identify issues assess impacts and recommendimprovements.

Leads orparticipates in strategic initiatives and high-visibility projects involvingmultiple stakeholders executive leadership and partner organizations.

Developsbriefing materials and recommendations concerning operational readinessprotective intelligence matters emerging threats policy initiatives andprogram activities.

Providessenior leadership with timely analysis and recommendations to support strategicdecision-making and mission execution.

Servesas a member of the emergency response team during exercises planned events continuityoperations and actual emergencies.


Requirements

    You must be a U.S. completion of a background investigation is complete a one-year probationary period.

    Qualifications

    In order to qualify you must meet the education and/or experience requirements described below.

    For the CP-11 you must have at least 52 weeks of specialized experience equivalent to the CP-10/GS-12 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) leading shift operations in a 24-hour operational environment responsible for protective or intelligence operations; 2) coordinating information and developing reports on a variety of protective or intelligence investigations; 3) experience conducting analysis and evaluation of information related to preliminary investigative work on alleged threats and ongoing investigations; and 4) communicating and presenting investigative information surrounding threats and intelligence to senior leadership and external stakeholders.

    Additional Conditions of Employment with the USCP:As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019 criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts liens repossessions or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
