This is a project position funded through June 30th 2028.
This opportunity is internal and available to current HCA employees only.
This Senior Project Manager role offers the rare opportunity to shape statewide healthcare policy directly manage a multibillion-dollar federal initiative (MTP 2.0) and drive meaningful improvements in health equity and services.
All HCA employees will apply an equity lens to their work which may include but is not limited to all analyses of core business and processes.
About the division:
The Strategy Policy and Innovation division (SPI) of HCA is statutorily directed to study all state-purchased health care alternative health care delivery systems and strategies for the procurement of health services and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. SPI serves as the focal point for coordinating the agencys strategy affordability and health policy efforts. The division is structured to provide expert direction consultation and support for these activities. SPI is responsible for driving policy design development and implementation of health reform and health transformation activities and program development and refinements for all programs.
About the position:
This position is responsible for directing and managing 1115 waiver demonstration projects that require multiple agencies and cross-agency coordination on elements that may affect all aspects of HCAs business including staff IT development business processes statewide policy development implementation service delivery and operational support. Various waiver projects will range in scope of size (including breadth of stakeholders) impact and risk.
This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment regardless of telework status or location.
- Duties
Some of what you will do:
- Utilizes advanced management skills and principles organizational leadership skills and understanding of HCAs business and technical concepts to ensure timelines and deliverables are achieved issues are documented and resolved and risks associated with projects mitigated.
- Works and coordinates directly with internal and external stakeholders senior management advisory committees steering committees executive sponsors project teams other state agencies and project portfolio management staff.
- Develops implements and maintains project management plans and planning documents utilizing standard best practice project management processes tools and templates.
- Creates the Work Breakdown Structure (WBS) for the project which contains detailed activities tasks task dependencies work effort and deliverables for the project. Based on documented WBS and staffing levels sets maintains and manages the project schedule.
- Actively manages issues and risks. Provides leadership in the identification documentation and resolution of project issues and risks.
- Responsible for ensuring all requested changes are documented assessed and follow the defined change management processes.
- Qualifications
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
All options are required to have completion of a Project Management Professional (PMP) certificate.
Option 1:
- Bachelors degree.
- Five (5) years of hands-on experience managing projects in a wide range of subject areas (such as IT facilities service delivery operational support or organizational change).
Option 2:
- Nine (9) years of experience in the related fields above.
