Position Summary
We are seeking an experienced Senior Procurement Specialist to support a federal agency in Albuquerque New Mexico. The successful candidate will provide procurement and acquisition support for complex federal procurements ensuring compliance with the Federal Acquisition Regulation (FAR) applicable agency acquisition regulations federal statutes agency policies and internal procedures.
The ideal candidate possesses extensive experience supporting federal acquisitions throughout the procurement lifecycle demonstrates exceptional attention to detail and effectively collaborates with contracting personnel program offices legal counsel and other stakeholders to facilitate timely compliant procurements.

Key Responsibilities
  • Support the planning development execution and administration of federal procurement actions for a wide range of products and services.
  • Prepare acquisition planning documentation procurement packages Independent Government Cost Estimates (IGCE) market research reports and procurement schedules.
  • Assist in developing Statements of Work (SOW) Performance Work Statements (PWS) Statements of Objectives (SOO) and other acquisition documentation.
  • Review procurement requests for completeness accuracy and compliance with applicable federal regulations and agency policies.
  • Coordinate with Contracting Officers Contract Specialists technical personnel legal counsel finance offices and program managers throughout the acquisition process.
  • Conduct market research and vendor analyses to support acquisition planning and competition requirements.
  • Evaluate procurement documentation to ensure compliance with the Federal Acquisition Regulation (FAR) applicable agency acquisition regulations and federal socioeconomic requirements.
  • Track procurement milestones and acquisition schedules to ensure timely execution of procurement activities.
  • Maintain procurement records and documentation in accordance with federal records management requirements.
  • Assist with proposal evaluations technical evaluation coordination source selection support and contract award documentation as requested.
  • Support contract modifications option exercises task order administration and procurement closeout activities.
  • Identify procurement risks and recommend mitigation strategies to ensure successful acquisition outcomes.
  • Develop reports briefings and procurement status updates for leadership.
  • Provide guidance to program personnel regarding federal acquisition policies procurement processes and documentation requirements.
  • Support procurement audits internal reviews and compliance assessments.
  • Maintain strict confidentiality while handling procurement-sensitive and source selection information.

Required Qualifications
  • Bachelors degree in Business Administration Supply Chain Management Public Administration Finance Acquisition Management or a related discipline. Equivalent experience may be considered in lieu of a degree where permitted.
  • Minimum ten years of experience supporting federal procurement and acquisition activities.
  • Demonstrated experience supporting procurement and acquisition efforts for a federal civilian or defense agency.
  • Extensive knowledge of the FAR and federal procurement policies.
  • Experience supporting acquisitions throughout the entire procurement lifecycle from acquisition planning through contract award and administration.
  • Experience developing procurement documentation including:
    • Acquisition Plans
    • Statements of Work (SOW)
    • Performance Work Statements (PWS)
    • Statements of Objectives (SOO)
    • Independent Government Cost Estimates (IGCE)
    • Market Research Reports
  • Strong understanding of federal procurement compliance requirements.
  • Excellent written and verbal communication skills.
  • Strong organizational skills with the ability to manage multiple concurrent procurement actions.
  • Proficiency with Microsoft Office applications including Word Excel PowerPoint and Outlook.
  • Ability to work effectively in a fast-paced federal environment with minimal supervision.
  • Active DOE Q Clearance is required at the time of hire.

Preferred Qualifications
  • Experience supporting complex acquisitions for a federal agency.
  • Current or previous FAC-C (Professional) FAC-C (Legacy) or DAWIA Contracting certification.
  • Experience supporting source selections and technical evaluation boards.
  • Experience using federal contract writing or acquisition management systems (e.g. PRISM ConWrite Momentum Oracle-based procurement systems or similar).
  • Knowledge of federal small business programs and socioeconomic procurement requirements.
  • Experience supporting cost-reimbursement firm-fixed-price time-and-materials and indefinite-delivery/indefinite-quantity (IDIQ) contracts.
  • Experience supporting acquisitions for information technology engineering scientific professional services construction or facilities support.
