TheSenior Contracts Manageris Trilogys senior authority for cradle-to-grave administration of federal prime contracts subcontracts and strategic agreements. Reporting to the Chief Financial Officer and working closely with corporate executive leadership Operations Finance Business Development Capture Proposal Pricing Security and Delivery this role protects Trilogys contractual position ensures disciplined compliance and enables timely low-risk execution from opportunity shaping through contract closeout.

Scope & environment

This is a senior highly autonomous roleoperatingacross Trilogys federal portfolio as both a prime contractor and subcontractor. TheSenior Contracts Managergoverns multi-million-dollar agreements spanning firm-fixed-price time-and-materials/labor-hour cost-reimbursement GSA MAS 8(a) small-business set-aside full-and-open IDIQ BPA task-order and negotiated subcontract environments.

The role requires expert judgment urgency and the ability to balance businessobjectiveswith FAR DFARS agency-specific requirements funding constraints security obligations small-business rules and the operational realities of mission-critical federal programs. TheSenior Contracts Manageris expected toidentifyissues early present practical options andoperateindependently within established authority and escalation thresholds.

What you will do:

Federal Prime Contract Administration and Governance

  • Lead full lifecycle administration from pre-award review and negotiation through award kickoff modifications funding actionsoptionexercises performance and closeout

  • Interpret solicitations awards task orders contract clauses statements of work performance work statements schedules deliverables and special provisions and translate them into clear operating requirements

  • Establish andmaintainobligation matrices notice requirements deliverable calendars authority limits and formal correspondence protocols for each contract

  • Draft and negotiate contract modifications change orders extensions equitable-adjustment support and other contractual instruments while protecting Trilogys contractual and business interests including scope schedule fee data and intellectual property

  • Preparetimelyaccuratecommunications to Contracting Officers Contract Specialists CORs/COTRs prime contractors and internal leadership

  • Resolve complex contractual issues at the working level using established authority and escalation thresholds

Subcontract Teaming and Strategic Agreement Management

  • Draft review and negotiate Non-Disclosure Agreements Teaming Agreements subcontracts consulting agreements vendor agreements and related amendments

  • Support the contractual structuring of joint ventures contractor teaming arrangements Mentor-Protégé relationships and other strategic alliances in coordination with executive leadership and legal counsel

  • Developappropriate FAR/DFARSand prime-contract flow-downs workshare terms payment provisions intellectual-property protections data-rights terms security obligations and compliance requirements

  • Oversee subcontractor deliverables funding invoicing terms representations and certifications insurance security requirements and performance obligations

Financial Funding and Portfolio Controls

  • In partnership with Finance and Program Management proactivelymonitorcontract value funded value ceilings CLIN/SLIN balances burn rates backlog periods of performance and option dates across the portfolio

  • Administer Limitation of Funds and Limitation of Cost requirements including advance-warning thresholds formal notices and coordination with Program Management and Finance

  • Produce decision-ready 60- 90- and 120-day contractual forecasts on an established cadence addressing funding needs ceiling risks option actions renewals notice deadlines and contractual milestones

  • Validatecontractand subcontract funding records against internal financial systems and resolve discrepancies before they affect invoicing staffing or delivery

  • Partner with Finance Pricing and Program leadership on revenue assumptions fee protection rate application invoice requirements and financial exposure

  • Identifyunderfunding overrun out-of-scope work unpriced commitments and expiring authority early and drive corrective action

Compliance Risk and OCI Management

  • Maintain expert working knowledge of the FAR DFARS agency supplements GSA MAS requirements SBA 8(a) and small-business rules and applicable federal procurement standards

  • Identifycontractual financial performance security data-rights intellectual-property and regulatory risks andmaintainactionable mitigation plans

  • Lead Organizational Conflict of Interest identification disclosure mitigationfirewall and monitoring activities for pursuits and active contracts

  • Recommend alternative clauses negotiation positions reservations assumptions and risk-acceptance options to executive leadership

  • Coordinate with Trilogys Facility Security Officer cybersecurity leaders Finance Human Resources and legal counsel on clearance CUI privacy export-control labor and mandatory-flow-down obligations

  • Support audit and review readiness forcustomer DCMA DCAA Inspector General GSA SBA and prime-contractor inquiries as applicable

  • Ensure formal notices disclosures certifications and records are completeaccuratetimely and supportable

Capture Proposal and Pricing Support

  • Partner with Business Development and Capture leadership to review RFIs RFPs RFQs draft solicitations task-order requests and teaming opportunities before bid decisions

  • Develop orvalidatesolicitation compliance matrices clause and risk matrices representations and certifications exceptions assumptions and contractual inputs to proposal volumes

  • Adviseon contract type labor-category structures key-personnel terms workshare subcontracting plans organizational conflicts data rights transition requirements and evaluation risk

  • Support cost and pricing development byvalidatingcontractual assumptions fee structures escalation indirect-rate application funding profiles and subcontractor terms

  • Participate in Blue Pink Red Green and Gold Team reviews with emphasis on compliance commitment control risk and consistency across technical management and pricing volumes

  • Support clarification questions evaluation notices discussions negotiations final proposal revisions and related negotiation activities withtimely defensible contractual input

Customer Partner and Executive Engagement

  • Serve as the principal contractual point of contact for Government Contracting Officers Contract Specialists CORs/COTRs other authorized acquisition representatives prime-contractor representatives subcontractors and Trilogy executive leadership

  • Provide concise executive briefings that define the issue contractual basis financial and operational impact available options recommended action and decision deadline

  • Lead negotiations totimelyclosure while protecting Trilogys contractual and business interests including scope fee funding schedule staffing flexibility and long-term customer relationships

  • Coach program and corporate leaders on contractual authority notice requirements change control documentation and the prevention of unauthorized commitments

  • Represent Trilogy with professionalism sound judgment and disciplined follow-through in sensitive or high-stakes contractual matters

Contract Systems Records and Process Discipline

  • Maintain complete audit-ready prime and subcontract files including awards modifications correspondence approvals funding records deliverables invoices and closeout documentation

  • Administer contract data and workflows in Unanet or other enterprise contract-management systems and ensure recordsremaincurrent and reconciled

  • Maintain a portfolio-level contracts dashboard covering value funding ceiling period of performance options deliverables notices risks and pending actions

  • Develop and improve templates playbooks checklists approval workflows clause libraries and standard operating procedures that scale with Trilogys growth

  • Train andadviseprogram managers capture teams and corporate staff on contract administration subcontract management and federal compliance expectations

Closeout and Continuous Improvement

  • Leadtimelyprime and subcontract closeout including final deliverables final invoices property security data releases records retention and subcontractor completion actions

  • Confirm that all obligations claims funding actions indirect-rate matters and customer property issues are resolved before final release

  • Capture lessons learned from negotiations protests audits modifications disputes and delivery execution and convert them into improved controls and templates

  • Use portfolio trends and recurring issues to recommend policy system staffing and governance improvements to executive leadership

What you bring:

We require:

  • 8yearsof progressive federal government contracts and subcontracts experience including independent responsibility for complex prime contracts subcontracts and strategic agreements

  • Demonstrated cradle-to-grave administration of multi-million-dollar federal prime contracts and subcontracts

  • Direct experience across major contract types including FFP T&M/Labor Hour CPFF CPAF IDIQ BPA and task-order environments

  • Expert-level knowledge of FAR DFARS federal procurement standards and contract interpretation with the ability to apply requirements to practical business decisions

  • Proven experience negotiating complex prime-contract subcontract teaming NDA and strategic-partner terms with government authorities and enterprise-level contractors

  • Demonstrated experience managing Limitation of Funds Limitation of Cost funding increments burn-rate and ceiling controls options and formal notice requirements

  • Experience supporting federal capture and proposal activities including solicitation review compliance matrices clause analysis labor-category and subcontract structures pricing assumptions and discussions

  • Strong record ofidentifyingand mitigating contractual financial compliance and Organizational Conflict of Interest risks

  • Ability tooperateindependently manage competing corporate priorities make sound decisions under time pressure and escalate selectively

  • Exceptional written communication negotiation organization executive briefing and stakeholder-management skills

  • High integrity discretion and sound judgment in handling sensitive corporatefinancial personnel and customer information

  • Ability to obtain andmaintaina federal security clearancerequired; an active Secret Top Secret or TS/SCI clearance is preferred

  • Bachelors degree in Business Administration Legal Studies Supply Chain Management Finance Accounting or a related field; equivalent directly relevant experience may be considered

Nice to have:

  • Certified Professional Contracts Manager (CPCM) Certified Federal Contracts Manager (CFCM) or comparable NCMA credential

  • Hands-on experience with Unanet or a comparable enterprise resource planning and contract-management platform

  • Experience administering GSA Multiple Award Schedule SBA 8(a) small-business set-aside sole-source full-and-open IDIQ BPA and federal task-order contracts

  • Experience supporting a federal contractors transition from 8(a) and set-aside markets into unrestricted and full-and-open competition

  • Experience supporting joint ventures contractor teaming arrangements Mentor-Protégé relationships and complex workshare structures

  • Experience with DCAA DCMA GSA SBA or prime-contractor audits reviews and corrective-action responses

  • Experience in a growth-stage federal small business where thecontractsfunction requires broad personal ownership and rapid decision-making

  • Familiarity with cleared national-security law-enforcement defense or other mission-critical federal programs
