Job Summary
This position is responsible to provide effective procurement services. Achieve customer satisfaction by delivering services in a professional courteous and timely manner for the Base Operations Support (BOS) NGA National Campus West (NCW) contract in St. Louis and Arnold MO.
Primary Duties

- Develops contracts policy and procedures supervises Senior Contract Specialist Contract Specialist and Buyer.
- Lead and supervise procurement team; effectively handling the procurement of contracts and supplies
- Develop sound cost-effective strategies for setting up contracts and purchasing of materials
- Evaluating operations while seeking ways to improve/enhance the quality of contracts/products
- Manage the acquisition and procurement of Base Operation Support subcontracts for all service types and construction contracts. Service types include grounds fitness equipment maintenance refuse horticulture warehouse and office rental space and others. Acquisition and procurement actions include coordination with engineering team solicitation efforts hosting vendor site visits bid analysis customer proposal efforts and close out functions.
- Performs the source selection and contracting actions for all of the reimbursable contracts created by the engineering section.
- Independently provide project management for a variety of facility repairs that require subcontract addition to required acquisition actions this may include scheduling QC/QA providing and tracking status of project completion and invoicing.
- Manage site access for subcontractors to include scheduling and providing escort plans.
- Manage data information to monitor and uphold work performance and schedules for service and construction subcontracts.
- Manage CMMS work requests for all reimbursable service and construction subcontracts.
- Independently with minimal supervision reviews engineered solicitations develops bid acceptance criteria issues requests for proposals coordinates technical reviews develops associated proposals to the Government responds to Government Questions and responses awards work and performs contract follow-thru with vendors.
- Solely manages service contracts coordinates the work performs site walk throughs and issues separate task orders for pest control varmint control tree and arborist services dumpsters landscaping services snow and ice removal and special purchases. For example coordinated requirements for size and capabilities of mail parcel x-ray and pallet x-ray scanners each at cost of over $300k.
- Coordinates with subcontractors to submit select employees for HSPD-12 security background check. Independently manages the process and is currently coordinating with the Government on changing their submittal process.
Additional Responsibilities
- Maintain relationships with subcontractors while continually scouting for new vendors
- Monitor day-to-day progress and administration of the NGA West contract. Maintain open communication with the customer to ensure contract requirements are met.
- Establish and maintain Small Business Plan maximizing use of small businesses
- Plan administer and control budgets for the contract subcontracts equipment and supplies.
- Ensure technical requirements have been fulfilled in accordance with the contract terms and conditions.
- Develop action plans as needed for work performance requirements.
- Create and issue purchase orders and process payments for completed projects.
- Alternate FSO for managing the HSPD-12 security clearance process for site access for subcontractors and SSI FTEs. This shall include pre-submittal coordination for access needs providing and reviewing HSPD-12 clearance forms submittal of forms and requesting and providing diligent status updates.
- Assist the Buyer in assigned duties.
- Perform other related duties as assigned.
Qualifications: Education Experience and Certification(s)
- Bachelors Degree Business Administration or related field and minimum 5 years related experience working with boards executives and meeting planning orhigh school diploma with 10 years experience is required.
- Knowledge and experience with government SCA is preferred.
- Strong interpersonal written and communication skills required.
- Ability to obtain and maintain a Top Secret/SCI government security clearance with polygraph is required.

- Ability to multi-task organize prioritize and meet deadlines on a daily basis.
- Maintain a high level of performance with limited supervision.
