As a senior consultant- data analyst in the Data Services Management practice area you will collaborate with team members to support a large-scale healthcare data project focused on quality improvement oversight and performance monitoring. This role will use SQL to query analyze and validate complex healthcare data; develop reusable datasets and reporting outputs; and identify trends gaps outliers and potential performance concerns.
Serving as a data analyst your day-to-day role as a NYSTEC consultant will include serving as a senior data resource collaborating with project teams to review query logic troubleshoot complex data questions maintain analytical quality and provide technical guidance to other analysts as needed.
- Independently develop execute troubleshoot and maintain complex SQL queries to extract encounter and other Medicaid data from the Medicaid Data Warehouse using Microsoft SQL Server and query tools such as DBeaver.
- Collaborate with the quality improvement specialist to translate program questions requirements and business rules into data specifications query logic analytical methods and repeatable outputs.
- Compare encounter data with person-centered service plan and case review information; create review universes and samples; and analyze utilization by member service provider plan and time period.
- Identify trends outliers gaps and potential compliance or performance concerns and support broader or ad hoc MLTC surveillance and oversight activities.
- Develop and maintain reusable queries validated data extracts analytical files recurring reporting datasets data dictionaries and technical documentation describing data sources logic assumptions and limitations.
- Perform quality checks and peer reviews to confirm that queries and outputs are accurate complete and responsive to the request and clearly communicate results and technical considerations to project team members.
Required Qualifications
- Advanced SQL proficiency including experience independently developing and troubleshooting complex queries involving multiple tables joins aggregations transformations and business rules.
- Experience querying large relational databases or enterprise data warehouses in Microsoft SQL Server or a comparable environment using tools such as DBeaver.
- Experience analyzing healthcare claims encounter service utilization or comparable healthcare data to answer complex program or operational questions.
- Experience validating query logic and analytical outputs for accuracy completeness consistency and alignment with defined requirements.
- Advanced Microsoft Excel skills and experience developing analytical files recurring extracts reporting datasets tables and other data outputs.
- Strong analytical critical-thinking problem-solving documentation and communication skills with the ability to collaborate with business and technical team members and explain data logic findings assumptions and limitations.
Preferred/Desired Qualifications
- Direct experience querying or analyzing data from the New York State Medicaid Data Warehouse or other New York State Medicaid data sources.
- Experience with Medicaid managed care Managed Long Term Care or healthcare service utilization analysis.
- Experience using Python to analyze data or automate recurring extracts reports validation activities or analytical processes
Education and Experience
- A bachelors degree in data science computer science statistics mathematics health informatics information systems economics or a related discipline and five years of related experience in data analysis healthcare analytics data querying business intelligence or a similar role.
- At least three years independently developing complex SQL queries and analyzing large complex datasets plus experience analyzing healthcare claims encounter or service utilization data.
- An equivalent combination of advanced education training and experience will be considered.
The target base salary for this position is $84497.00 to $109846.00 per year. When determining compensation we analyze and carefully consider several factors including skill set experience location and job-related qualifications.
