TEA has issued a request for a Senior Business Systems Analyst. The work involves analyzing application data and business processes leading requirements elicitation documenting system and data logic using SQL to validate and reconcile information and translating stakeholder needs into functional and technical requirements. The ideal candidate brings deep business systems analysis experience with relational databases SQL data requirements complex SDLC projects and cross-functional collaboration with developers architects vendors and infrastructure teams.

Responsibilities include (but are not limited to):

  • Lead requirements elicitation and analysis sessions with program stakeholders documenting business functional system technical and data requirements through user stories use cases specifications wireframes and related artifacts.
  • Analyze relational data and application processing using SQL/query tools to validate calculations reconcile results identify data issues and document business rules validation logic and reporting definitions.
  • Serve as the liaison between business and technical teams throughout the SDLC supporting solution design requirements traceability change control implementation validation and post-production enhancements using tools such as Jira and Modern Requirements.

Minimum Candidate Characteristics:

  • 8 years working with relational databases application data analysis SQL/query tools and documenting data rules validation logic definitions and reporting requirements.
  • 8 years leading requirements elicitation and producing clear system and technical requirements plus 5 years of strong communication facilitation writing and organizational experience.
  • 5 years collaborating with developers architects vendors and infrastructure teams across the SDLC including 3 years supporting large-scale or complex IT projects involving multiple stakeholders.

Exceptional Candidate Characteristics:

  • Experience with TEA another federal/state/local education agency or an education-sector vendor.
  • Experience with Jira and Modern Requirements

I. DESCRIPTION OF SERVICES

The Senior Business Systems Analyst (BSA) position at the Texas Education Agency supports multiple technology initiatives that advance the agencys mission of improving outcomes for Texas students with a focus on analysis of systems and data documentation and modernization.

This position performs advanced senior-level business systems analysis work. The Business Systems Analyst serves as a liaison between technical teams and program areas and stakeholders to ensure that complex calculations are accurately captured and validated and that business needs are translated into system data and technical requirements.

The work also entails managing requirements supporting solution design decisions validating system behavior and verifying that all functional technical data and integration requirements are met including enhancements following implementation. This role requires the use of initiative and independent judgment in planning and carrying out work assignments in accordance with agency standards and DIR guidelines.

ESSENTIAL FUNCTIONS

1 - Elicitation & Analysis - Analyzes user needs business processes pain points and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD) interviews document analysis surveys use cases competitive product analysis and workflow analysis.

2 - Requirements Writing & Visual Output

Transforms information from elicitation sessions into business and functional requirements use cases user stories software requirements specifications documents wireframes and mockups. Uses standard templates and simple unambiguous and concise natural language.

3 - BA Best Practices & Mentorship

Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.

4 - Using TEA Tools Effectively

Uses TEA tools such as Jira and Modern Requirements to manage the change control process participate in the SDLC and track and communicate requirements status.
