AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
This is an indefinite position.
JOB SUMMARY: The primary purpose of this position is to serve as the ARNG Protection Specialist for functional elements and related physical and operations security policy and issues handling of intelligence and law enforcement sensitive information managing assigned program areas directing studies and reviewing revising and implementing protection policy and projects. This position is located within the Joint Force Headquarters (JFHQ) Army National Guard (ARNG) Deputy Chief of Staff for Operations (DCSOPS) G3/5/7 Section.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include but are not limited to:
- Serves as the ARNG authority and expert on all matters involving protection functional elements and integration of enabling functional requirements policy procedures program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement.
- Responsible for synchronizing daily operations and integration coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT) Intelligence Support to Antiterrorism Emergency Management (EM) Insider Threat Law Enforcement (LE) Mission Assurance (MA) and Physical Security (PS) for the State ARNG.
- Receives filter focus and fuse information from military intelligence sources publicly available information sources and local state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces.
- Plans conducts directs the conduct of or coordinates on site security studies projects assessments and surveys of the State in relationship to protection activities.
- Represents the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings conferences workshops panels etc. at NGB and other deferral agency levels as the state technical authority.
- Must possess a valid state drivers license.
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance.
GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level. Applicants must have the experiences education or training that demonstrates the ability to follow directions to read understand and retain a variety of instructions regulations and procedures.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following:
GS-09 REQUIRES 12 MONTHS:
- Experience in the security career field to include technical training schools and drill-status working experience. Experience in advising the commander on matters of antiterrorism oversees implementation of Army and Major Command policies. Experience in managing antiterrorism activities and had liaison experiences with the surrounding communities and state officials. Experience demonstrating knowledge on a wide range of security specialties to include physical personal and operational security to identify and resolve conflicting and complex policy and program objectives and procedures within the security functional area. Experience demonstrating working knowledge in the specialized field of force protection and antiterrorism and physical and operations security. Experience demonstrating knowledge of Executive orders legislation and DoD ARNG policy requirements which are used to formulate a compressive integrated wing force protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of resources and personnel. Experience demonstrating a comprehensive knowledge of information and security policy requirements and procedures to provide recommendation for making key decisions and policy development on short and long term security planning. Experience demonstrating a working knowledge of information operation security to review classified material. Experience in force protection and anti-terrorism construction standards to assess and sign-off on installation construction projects. Experience demonstrating the skill and competence to clearly and effectively articulate and provide advice with recommendations to supervisors and other security experts or groups at higher and lower echelons. Experience in working the Core Vulnerability Assessment Management Computer Program used to record and assess vulnerabilities associated with a specific installation. Experience demonstrating the ability to utilize a computer to write reports access the internet to research intelligence reports and current world events and to maintain the required core programs. Experience demonstrating the ability to undertake long-range studies projects or forecasts independently as a member of a group or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning policies and programs. Experience demonstrating a working knowledge of a wide range of security specialist concepts principals criteria requirements technology and practices and ARNGs mission functions and structure to the unit level. Experience demonstrating knowledge of DoD and ARNG mission functions and structure to the unit level to ensure effective implementation oversight of programs plans and processes. Experience demonstrating a thorough knowledge of security programs and governing policies directives instructions and procedures. Experience demonstrating comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies accomplish projects and effectively results for the effective management and completion of programs. Experience and skill in oral and written communication methods and techniques at various levels and venues. Experience in effectively managing and organizing various program activities and tasks singularly and together and familiarity with administrative requirements of the major commands. Experience providing the competence to work independently in formulating and implementing a plan and process overcoming obstacles and conflicts and managing the wing program. Experience in interpreting security guidelines which includes CT ARNG guidance national security policy statements Executive Orders DoD and ARNG policies and concepts and special security policy directives from other sources. Experience demonstrating the competence to interpret and coordinate in conjunction with the direction of these guidelines for subordinate units develop supplements and provide guidance. Experience supporting the required judgment needed to interpret and define the intent of these sources and to formulate and develop command force protection policy guidelines and programs while ensuring they are in compliance with higher echelon requirements and do not conflict with established criteria or other programs and practices.
GS-11 REQUIRES 24 MONTHS:

KNOWLEDGE SKILLS AND ABILITIES:
- Knowledge of a wide range of security specialties to include physical personnel and operational security to identify and resolve conflicting and complex policy and program objectives and procedures within the security functional area.
- Knowledge in the specialized field of protection functional areas including antiterrorism emergency management law enforcement and physical and operations security.
- Knowledge of Executive Orders legislation and DoD NGB USAR and MACOM policy requirements which are used to formulate a comprehensive integrated state protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel knowledge of law enforcement and security policy requirements and procedures to provide recommendations for making key decisions and policy development on short- and long-term security planning.
- Knowledge of a broad range of security program relationships as well as significant experience in applying appropriate policy requirements in the areas of Incidents Surveys and Resolution of Findings and associated elements of physical security and information security.
- Knowledge of information and operation security to review classified material.
- Knowledge of protection construction standards to assess and sign off on installation construction projects.
- Ability to articulate effectively and provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons.
- Ability to utilize a computer to write reports access the internet to research intelligence reports and current world events and to maintain the official database information.
- Ability to undertake long-range studies projects or forecasts independently as a member of a group or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning policies and programs.
- Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles candidates must have a valid state drivers license for the state in which they live or are principally employed.
Primary Change of Station (PCS) relocation expenses will NOT be paid.
