Job Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code Title 10 as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0V2AA US ARMY SPECIAL OPERATIONS COMMAND.
- Review and report all derogatory information involving Sensitive Compartmented Information (SCI) indoctrinated personnel.
- Serve as the official channel for passing SCI access certifications.
- Coordinate all Sensitive Compartmented Information Facilities (SCIFs) modification/construction issues to ensure compliance with regulatory guidance.
- Maintain the required three DIA-accreditations by preparing / updating the documents for the Physical Automated Information System (AIS and TEMPEST approval.
- Develop implement and monitor instructions procedures and control systems to prevent the compromise or loss of classified defense information or material.
- Ensure SCI is properly accounted for controlled transmitted transported packaged and safeguarded.
- Serve as Foreign Disclosure Officer for the 1st SFC (A) command.
- Facilitate the administrative processes for all requests for information related to Foreign National visits and release and disclosure of information.
- Appointment may be subject to a suitability or fitness determination as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85 Alcohol and Drug Abuse Prevention and Control Program individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance with eligibility for sensitive compartmented information (SCI) based on a Tier 5 investigation/single-scope background investigation (SSBI).
- May require temporary duty (TDY) travel up to 25% of time.
- Periodically especially during periods of crisis will be required to work overtime/irregular shifts.

- This position is considered essential to support Armys mobilization and wartime mission during periods of increasing tension or mobilization.
Who May Apply: Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

To qualify based on your experience your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience:
1) Developing and/or implementing Security policies and procedures for a Special Compartmented Information Facilities (SCIF) program; AND
2) Conducting security inspections to support security program accreditations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS11).

This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum Assistant Secretary of Army for Manpower and Reserve Affairs dated 8 September 2015 subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoDs initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability facilitates professional development and training and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment and the Physical Security Certification (PSC) within the next two years.
Key Position:
Position is identified as a Key Position under the provisions of AR 690-11 cannot be vacated during a national emergency or mobilization. Civilians must be exempted from recall to active duty because of Reserve or retired military obligations.
Mission Essential:
Position designated Mission the event of severe weather conditions or other emergency type situations (natural/man-made disaster) the incumbent is required to report to work/remain at work as scheduled to support mission operations.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
