Position Overview:
The Requirements Manager (Systems Analyst III) is responsible for leading requirements management activities in support of mission and system objectives. This position supports the collection analysis prioritization documentation and traceability of functional non-functional technical performance and programmatic requirements. The individual serves as a key liaison between stakeholders technical teams and program leadership to ensure requirements are aligned with approved scope contractual obligations and mission outcomes. The position requires maintaining complete requirements documentation and traceability throughout the system lifecycle.
This position is contingent upon contract award with performance anticipated to begin on or about September 15th 2026.
Duties and Responsibilities:
- Support the elicitation collection and analysis of functional non-functional technical performance and programmatic requirements from government stakeholders and project teams.
- Analyze and prioritize requirements based on mission goals operational needs business objectives risk factors and program priorities.
- Develop document maintain and validate requirements throughout the system development lifecycle.
- Ensure requirements align with mission objectives system capabilities program scope and contractual requirements.
- Maintain and manage a Requirements Traceability Matrix (RTM) to ensure requirements are properly linked to approved scope design development testing and implementation artifacts.
- Establish and maintain requirements documentation standards processes and procedures.
- Track requirements status changes dependencies and impacts to support configuration management and change control processes.
- Collaborate with program managers network engineers architects developers testers and government stakeholders to resolve requirements issues and gaps.
- Conduct requirements reviews analysis sessions and stakeholder working groups.
- Support verification and validation activities to ensure implemented capabilities satisfy documented requirements.
- Prepare reports presentations and briefings regarding requirements status risks and recommendations.
- Utilize government-approved requirements management tracking and documentation tools to support program execution.
- Provide subject matter expertise on requirements management best practices and process improvement initiatives.
Minimum Qualifications:
- Minimum of 6-8 years of relevant experience in requirements analysis systems analysis business analysis systems engineering or requirements management.
- Experience supporting Federal Government DoD Intelligence Community or other classified programs.
- Demonstrated experience gathering analyzing documenting and managing requirements throughout the project lifecycle.
- Experience maintaining Requirements Traceability Matrices (RTMs).
- Strong analytical organizational and communication skills.
- Ability to work independently and collaborate across multiple stakeholders and technical teams.
Preferred Qualifications:
- Bachelors degree in Information Systems Computer Science Engineering Business Management Information Systems or a related field.
- Experience with government-approved requirements management and documentation tools (e.g. DOORS Jira Confluence Jama Azure DevOps or similar platforms).
- Experience supporting Agile DevSecOps or traditional SDLC environments.
- Knowledge of systems engineering principles and requirements management methodologies.
- INCOSE CBAP PMI-PBA Agile Scrum or related certifications preferred.
- Experience analyzing UX/UI needs and implementations
Primary Work Location: Work is expected to be fully onsite in Colorado Springs CO. The selected candidate must be able to support in-person program customer and technical coordination activities as required.
Special Work Conditions: Travel will be required up to 10%.

- Must be a U.S. Citizen.
- Active Top Secret/SCI clearance is required. TS/SCI Preferred
Competitive Salary: VT-ARC offers a competitive salary and benefits package designed to attract and retain senior technical talent supporting mission-critical programs.
Salary Range: $120000 - $150000 annually
