Stormwater Dam Safety and Flood Management Program

Daily work requires knowledge of relevant lawsand regulations under the Environment Article the Code of MarylandRegulations the Clean Water Act and the Code of Federal Regulationspertaining to stormwater erosion sediment control and municipal separatestorm sewer system permits. Responsibilities include performing fieldinspections providing technical assistance to stakeholders and developingreports for compliance and enforcement of runoff control laws and oversight directly supports Marylands goals of protecting and restoringMarylands streams rivers and Chesapeake Bay.
The RCE Senior dutiesconsist of but are not limited to:
Providing stormwatermanagement and erosion and sediment control engineering expertise to theSediment Stormwater and Dam Safety Program and Division.
ManagingMDEs implementation of the NPDES municipal State and federal stormwaterpermit program in specific areas of the State to ensure federal Clean Water Act(CWA) compliance.
Performingfield and office evaluations of Marylands local erosion and sediment controlprograms.
Providingpublic education and outreach regarding stormwater design BMP implementationand NPDES program effectiveness.
Ensuringunderstanding of the Administrations Climate Policy and Environmental JusticePolicy.

Education: A Bachelors degree in engineeringor architecture from an accredited college or university.
Experience: Three years of engineering or architecturalexperience in pollution control waste remediation resource conservationenvironmental protection or public health and safety to ensure regulatory orquality compliance with engineering/architectural standards practicesprinciples and methods.
Notes:
1. Candidates may substitute the possession of aBachelors degree from an accredited college or university withat least 20 credit hoursin engineering and two years performing engineering architectural work inpollution control waste remediation resource conservation environmentalprotection public health and safety or related areas for the requirededucation.
2. Candidates may substitute the possession of a Mastersdegree in engineering or architecture from an accredited college or universityfor up to one year of the required experience.
3. Candidates may substitute the possession of acurrent Professional Engineer or Professional Architect registration in theState of Maryland or in a state with comparable requirements for the requirededucation and one year of the required experience.
4. Candidates may substitute U.S. Armed Forcesmilitary service experience as a commissioned officer in Engineering andArchitecture classifications or Engineering and Architecture specialty codes inthe Environmental field of work on a year-for-year basis for the requiredexperience and education.

It is preferred that theselected candidate has the following:
At least five (5) years of experience reviewing ordesigning stormwater management plans.
At least five (5) years of experience inspecting stormwatermanagement and erosion and sediment control practices in the field.
Experience giving presentations and training or mentoringin stormwater management and erosion and sediment control implementation.
