Job Summary
At ConocoPhillips the Lower 48 segment consists of operations located in the 48 contiguous U.S. states with a portfolio mainly consisting of low cost of supply short cycle time resource-rich unconventional plays and commercial operations. The majority of our acreage is unconventional. Based on 2025 production volumes the Lower 48 is our largest segment and contributed 67 percent of our consolidated liquids production and 74 percent of our consolidated natural gas production.In 2025 net production averaged 1484 MBOED.
Position Overview
As a Regulatory Advisor you will provide regulatory leadership and compliance support for Permian Basin operations across Texas and New Mexico. You will work closely with Operations Development Land Wells Projects and Environmental teams to interpret regulations identify risks and support safe efficient and compliant execution of drilling completions production and facility activities. Interface with trade groups such as NMOGA TXOGA PBPA and others as needs arise.
This role serves as a regulatory subject matter expert helping the business navigate regulatory requirements implement regulatory changes support audits and inspections and maintain strong relationships with regulatory agencies and industry organizations. The position is based in Midland and requires regular travel.
Key Responsibilities
Provide regulatory guidance for drilling completions production facilities and development activities.
Monitor proposed and emerging regulations and communicate business impacts to stakeholders.
Develop and implement processes to support compliance with new regulatory requirements.
Support federal state and fee permitting activities and ensure timely regulatory filings.
Conduct compliance reviews field inspections and assurance activities.
Lead or support responses to audits inspections agency inquiries and compliance events.
Develop and deliver regulatory training and guidance for field and office personnel.
Act as a mentor to Land and Regulatory staff seeking to enhance their knowledge of the Regulatory landscape.
Build relationships with regulatory agencies industry groups and internal stakeholders.
Participate in industry committees and regulatory workgroups.
Support emergency response activities and regulatory reporting requirements.

Qualifications
Basic Requirements
Legally authorized to work in the United States.
12 or more years of oil and gas industry experience in regulatory compliance permitting operations support or a related discipline.
Experience interpreting and applying Texas New Mexico or federal oil and gas regulations.
Experience supporting drilling completions production or facility operations.
Experience supporting regulatory audits inspections or compliance reviews.
Willing and able (with or without reasonable accommodations) to travel 25% on a yearly basis.
Preferred Requirements
Bachelors degree or higher in Engineering Environmental Science Energy Management Business related field or foreign equivalent.
Experience with the Railroad Commission of Texas New Mexico Oil Conservation Division Bureau of Land Management State Land Office or similar regulatory agencies.
Experience evaluating proposed regulations and implementing compliance programs.
Experience developing and delivering regulatory training.
Experience participating in industry associations regulatory committees or technical workgroups.
Experience improving permitting reporting or compliance processes.
