The main campus is in Hampton Virginia with 4 community-based outpatient clinics in Chesapeake Portsmouth and Virginia Beach Virginia and Elizabeth City North Carolina.
General Description of Assigned Duties:
The Vascular Access Registered Nurse is responsible and accountable for all elements of the nursing process when providing and/or supervising direct patient care. Assumes responsibility for the coordination of care focused on patient education self-management and customer satisfaction throughout the continuum of care. Administers medications and procedures per established policies and guidelines. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in the unit/program level quality improvement process and initiatives as well as customer service programs.
Functions or Scope of Assigned Duties:
The Nurse Vascular Access Registered Nurse is responsible for providing competent evidence-based care to assigned patients and oversight of licensed vocational nurses/nursing assistants as appropriate to the setting. The nurse will assist in directing the provision of nursing education orientation competencies and providing quality improvement and outcomes utilization consultation. The nurse has advanced knowledge and skills in assessing inserting caring for and managing vascular access devices including peripheral intravenous catheters (PIV) midlines and peripherally inserted central catheters (PICC). They have the advanced knowledge to maintain Central Venous Access Devices (CVAD). Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. Evaluates practice in an ongoing process based on best evidence.
Provides peers with informal constructive feedback for improvement. Fosters a safe and supportive environment conducive to the professional development of healthcare professionals. Contributes professional nursing perspective in discussions with the interdisciplinary team. Partners with others to effect change and produce optimal outcomes. Supports colleagues through knowledge sharing to provide safe quality nursing care. Shares educational findings experiences and ideas with peers. Questions clinical practices for the purpose of providing evidence-based care. Participates in activities and strategies to sustain evidence-based-practice. This nurse has experience with the situations in which they are ultimately expected to perform integrating theoretical concepts strong critical thinking skills and exhibits a robust technically skilled practice.
Prevention and Management of Disruptive Behavior (PMDB):
The Vascular Access Nurse is fully competent in the application of Prevention and Management of Disruptive Behavior (PMDB) to Level 3. They are directly responsible to the Chief Nurse of Acute Care and Associate Director of Patient Care Services. Vascular Access Nurse assists in treating and caring for the Veterans that are admitted from the ED during normal day-shift hours which can involve those with psychiatric conditions. The Vascular Access Nurse demonstrates technical and operational knowledge and is able to apply PMDB skills in the inpatient unit setting

Basic Requirements:
- English Language Proficiency. In accordance with 38 U.S.C. 7403(f) no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
- Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a masters level bridge program in nursing who have completed coursework equivalent to a bachelors level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005 Appendix G6); OR In cases of graduates of foreign schools of professional nursing possession of a current full active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
- Current full active and unrestricted registration as a graduate professional nurse in a State Territory or Commonwealth (i.e. Puerto Rico) of the United States or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements but do not possess the required licensure may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)

The full performance level of this vacancy is Nurse III. The actual grade at which an applicant may be selected for this vacancy is in the range of Nurse I to Nurse III.

This position requires potentially long periods of continued walking standing stooping sitting bending pulling and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations operative/invasive procedures or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium dementia or psychiatric disorders. The incumbent must be a mature flexible sensible individual capable of working effectively in stressful situations able to shift priorities based on patient needs. Must complete- annual Employee Health requirements such as annual TB screening or testing as a condition of employment.

Nursing Bridge Programs: Nursing bridge programs are accelerated nurse education programs which rely upon existing nursing knowledge and education. Graduates from nursing bridge programs that meet accreditation requirements specific grade level requirements in this standard must also be met in addition to the following:(a) Masters Level Bridge Program Education Appointments Prior to Graduation. Individuals attending a masters level bridge program in nursing who achieve the level in their education in which they have completed coursework equivalent to a bachelors level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license the individual may be appointed on a temporary basis for any period up to three years contingent upon full completion of the professional nursing education program if education verification provided by the school supports the Bachelor of Science in Nursing (BSN) equivalency. Upon successful completion and graduation from the bridge program the Nurse may be converted to a permanent appointment under the provisions of section 7401(a)(1) of title 38. Failure to complete the bridge program on which the temporary appointment was based will result in termination of the appointment.
Degree in a Related Field: A graduate level or doctorate degree in health care/management related fields from an institution accredited by the State and approved by the Department of Education at the time the candidate completed the program may be credited as specifically indicated in grade requirements. The graduate level or doctorate degree and coursework must provide evidence in support of the nursing role and duties associated with the assignment and grade level. Foreign education programs/degrees are not creditable as related degrees.
Dimension Requirement for Nurse III: Nurses at Nurse III must meet ALL the following dimension requirements to qualify for Nurse III.
- Practice. Demonstrates expertise in professional practice using the nursing process (assessment diagnosis outcome identification planning implementation and evaluation) with improved evidence-based and/or data-driven outcomes beyond the immediate practice setting.
- Veteran/Patient Driven Care. Leads initiatives to improve Veteran/patient experience. Satisfaction and/or safety beyond the immediate practice setting.
- Leadership. Communicates and collaborates as an effective leader of the inter-professional team at the expert level with improved evidence-based and/or data-driven outcomes beyond the immediate practice setting.
- Professional Development. Enhances knowledge base and practice evaluation at the expert level with improved outcomes beyond the immediate practice setting.
- Evidence Based Practice/Research. Leads the identification and integration of evidence-based practice/research with clinical expertise to improve quality of care and resource utilization at the expert level with improved outcomes beyond the immediate practice setting.
